Job Summary:  GOAL Uganda is seeking to hire a dynamic person, with experience in agricultural market systems to provide strong leadership to the Young Africa Works in Uganda – Markets for Youth Program work with Private Sector Actors (PSAs), across all operational areas.

 

About the role: The Deputy Programme Director – PSA (DPD) will work alongside and collaboratively with the Program Portifolio Leads, based within the Markets for Youth Programme Management Unit (PMU), The DPD-PSA will have responsibility for the development of strategies for private sector engagement and on-boarding.  The DPD-PSA will be responsible for increasing the Markets for Youth Program’s PSA pipeline and the adaptive management and measurement of co-engagements with PSAs. The post holder will work across the programme to build confidence with the wider Markets for Youth Program team to engage with PSAs to co-design joint engagements and manage them adaptively. The DPD PSA will actively engage with the numerous coordination / collaboration fora built into the programme.

 

Key Duties and Responsibilities:

Technical Management

  • Lead and support the development of the vision and strategy of the Markets for Youth program portfolio of interventions.
  • Manage the Partner Pipeline Manager (PPM) tool across all partners, update and report monthly and in collaboration with the DPD- MERL and Portfolio Coordinators and Market System Specialists set priorities with teams.
  • Guide multiple private sector Actors (PSA) engagements through the Private Sector Engagement (Toolkit) processes simultaneously and make presentations to both GOAL and Program partners when required.
  • Lead and manage the adaptive management of existing PSA engagements and resource installments.
  • Review existing market research for specific outcome area market systems and update as needed. Ensure that market research maintains relevancy.  Update the mapping of key players
  • Support the Program Director in providing strategic leadership to the full program team to attain program goal and objectives through the PSA engagement and implementation.
  • Recommend modifications to the PSET toolkit as needed. Maintain a database of strong examples of completed tools and ensure examples are disbursed and used as reference points for the team.
  • Ensure all Mastercard Foundation regulations and guidelines are always adhered to across the programme.
  • Ensure that all work follows international quality standards and best practices and that agriculture initiatives are technically and environmentally sound.
  • Manage long-term and short-term consultants to provide quality services and capacity building to the team.

Team Management

  • Directly manages a team of Portfolio Coordinators
  • Provide technical support to all PMU staff under the direction of the PD.
  • Support the Markets for Youth Program team to define the overall program vision, approach and activities, and foster innovations that can strengthen the agriculture sector and youth involvement in agri-business.
  • Work closely with PD, DPD_MERL, Advisors and Technical Team in developing the vision and learning for specific areas of improvement in the agriculture market system, Examples are: input distribution systems, agricultural supply chains, marketing strategy for agricultural support services (A2F, A2I and BDS), IT solutions for evidence-based management, youth engagement etc.
  • Support Portfolio Coordinators and Market Development Specialists and Officers to identify, design, and oversee the implementation of partnerships with Markets for Youth Program’s partners, including on-boarding, co-design and due diligence.
  • Systematically gather information and evidence on the partnership’s performance and the project’s impact under the guidance of the PD, DPD-MERL.
  • Lead on the preparation of field inputs to the quarterly and annual reports as required by the program.
  • Contribute to establishing a team culture grounded in collaboration, openness, and learning.
  • Ensure consistent and effective communications within GOAL, the Program Partners, and externally.

Representation and Networking

  • Engage in high level representation and presentation of Markets for Youth Program to the Mastercard Foundation; the Uganda government at national and district levels; the Markets for Youth Program Steering Committee; YAW Coordination Group; other relevant National Advisory Committees such as the National Youth Forum/ Working Group; and private sector partners.
  • Represent Markets for Youth Program at external / international conferences, such as the Global Youth Economic Opportunities Conference, SEEP conference, etc. and relevant thought leadership events or Mastercard Foundation annual learning events/ conferences.

 

Qualifications, Skills and Experience:

To be successful in this role, you will need:

  • A University degree in Agriculture, Agri-Business, economic development or other relevant field required
  • At least 10-12 years of relevant experience at senior technical level.
  • Proven technical experience in market systems development, market facilitation, youth engagement and development, livelihoods and/or agriculture and value chain programming including financial services, youth skilling and agricultural inputs and outputs markets.
  • Strong people’s management and agile leadership skills are required
  • Exemplary communication, organization, prioritization and negotiating skills.
  • Demonstrable relationship management and partnerships skills.
  • Commendable report writing skill
  • Proficiency in Excel and other MS office suit applications.

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

 

GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with seven established offices in Kampala, Lira, Bugiri, Hoima, Kasese, Moroto and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
