About US:

The Government of Uganda received a grant of US$ 100 million from the Global Partnership of Education (GPE) for the Uganda Teacher and School Effectiveness Project (UTSEP) as support towards implementation of the Education Sector Strategic Plan (ESSP). The project became effective on 24th March 2015 and is expected to close by 31st December, 2019. The Project Development Objective is to support the Government of Uganda in improving teacher and school effectiveness in the public primary education system. The project is centered on improving education service delivery at teacher, school and system level to realize meaningful gains in primary grades.  The project is being implemented through 3 components; Component 1 focuses on Effective Teachers, Component 2 on Effective Schools and Component 3 on Technical Assistance.

Job Summary:  The Deputy Project Coordinator will assist the Project Coordinator in the day to day management of the project’s activities including planning and directing the project technical team to ensure implementation of the activities..

Key Duties and Responsibilities: 

  • Assist the Project Coordinator in managing all the professional aspects of the project activities.
  • Participating and providing sound technical advice in all technical meetings related to the project components at Ministry level.
  • Assisting the Project Coordinator in preparation and seeking the of necessanr World Bank clearances for all project activities that require clearances prior to execution.
  • Convening weekly coordination meetings within the coordination unit to review progress of project activities and prepare weekly briefs on the progress.
  • Assisting the Project Coordinator to prepare for monthly project review meetings chaired by PS/ES or his/herdesignee.
  • Coordinating the payment of Consultants, Suppliers and Contractors claims by ensuring that the claims are certified and matched with the works done or goods and services supplied; and that requisitions are submitted to relevant authorities for timely payments.
  • Overseeing proper utilization of project resources and that facilitation for field visits and office requirements are processed in time, duly accounted for and properly utilized.
  • Tracking requests for contract variations, validating their genuineness, coordinate their processing and compiling recommendations from the Procurement Unit, Construction Management Unit or Consultants for necessary and timely action.
  • Tracking the achievement of results in line with the project results framework.
  • Coordinating the timely implementation of recommendations from line departments, monthly reports, audits and reports from Government Inspection Agencies such Auditor General, PPDA, IGG and recommendations by the World Bank.
  • Assisting the Project Coordinator in the day to day management of all recurrent operating activities that are required to effectively implement the project and supervising, guiding and appraising the staff in the coordination unit to ensure that all the project activities are completed in time.
  • Undertake any other duties related to project implementation as shall be assigned to him/her by the project Coordinator.

Key Result Areas

  • Development of strategies to keep UTSEP/GPE on track, and updating of the results framework for the Project.
  • Assessing information needs of key stakeholders and providing timely feedback on the project.
  • Regularly furnishing the PC and the MoES management team with reports on the implementation progress of project activities.
  • Monitoring and evaluation of activities towards achieving project development objectives and their key indicators.
  • Coordinating the preparation of weekly, monthly and quarterly reports to keep stakeholders up-to-date with the project’s activities.
  • Coordinating the preparation and implementation of all procurement plans, Training plans, Work plans and Budgets.

Deliverables:

  • Weekly briefs, monthly and quarterly progress reports on all project activities throughout the duration of the DPC‘s contract.
  • Appraisals of all project staff done on a six months’ basis within the duration of the DPC’s contract.
  • Final report on payments, all Consultancy services, and procurement of works, goods and services delivered under the project and all other project activities at the end of the contract.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Masters Degree of equivalent in Project Management, Business Administration, Engineering fields or Economics from a recognized institutional University.
  • Post Graduate qualification Experience in project Management is desirable for candidates with qualifications other than Project Management.
  • A minimum of ten (10) years working experience in a reputable organization five of which should have been in Project Management/ Leadership responsibilities.
  • Experienced in use of computer programs for project management.
  • Demonstrated competence in the fields of financial management, procurement management, and monitoring and evaluation; and
  • Familiarity with Donor funded Project Management procedures.
  • Experience in World Bank/IDA funded project is an added advantage.
  • A positive integrity track record is a compulsory requirement.
