About US:
National Council for Higher Education (NCHE) was established as the regulator of higher education to implement the Universities and Other Tertiary Institutions Act of Parliament (UOTIA, 2001). By the provisions of the Act, NCHE is mandated to guide the establishment of institutions of higher learning as well as ensure delivery of quality and relevant education to all qualified persons.
NCHE has strived to achieve its mandate to ensure that relevant and sustainable quality higher education is provided at all Higher Educational Institutions in Uganda. Through strategic intervention areas NCHE is strategically positioned as it pursues its mandate through mandatory functions.
Key Duties and Responsibilities:
- Is the head of the Quality Assurance and Accreditation (QAA) Directorate;
- Plans and directs all activities within the QAA Directorate;
- Advises the Executive and Deputy Executive Director on all matters of QAA within NCHE;
- Oversees the preparation of work plans and budgets for the QAA Directorate;
- Reports on all matters of Quality Assurance and Accreditation within NCHE;
- Is responsible for setting NCHE standards for Higher Education Institutions in consultation with Executive and Deputy Executive Director;
- Is responsible for all applications for the establishment and accreditation of public and private institutions of higher education;
- Is responsible for the processes of the accreditation of programmes of study in accordance with the requisite minimum standards;
- Is responsible for processing of applications for the equivalence of all types of academic and professional qualifications of degrees, diplomas and certificates obtained elsewhere with those awarded by Uganda Institutions of higher education for recognition in Uganda;
- Is responsible for the development of strategies on how to promote national interest in courses of study and professional qualifications among the different types of institutions of higher learning;
- Is responsible for the development of innovative ideas to enhance the performance and quality of all matters of QAA functions within NCHE;
- Is responsible for the handling of complaints relating to higher education institutions;
- Is responsible for the development of quality indicators for institutions of higher education in Uganda;
- Is responsible for the promotion of research activities and publications within the QAA Directorate;
- Carries out any other duties that may be assigned from time to time by the immediate Supervisor.
Expected Outputs
- Directorate work activity plans and budgets;
- Directorate evaluation reports showing targets achieved;
- Documented policies and procedures of quality assurance and accreditation;
- Effectively implemented quality testing mechanisms to ensure Higher Education Institutions meet the minimum standards;
- Publications in relevant periodicals.
Qualifications, Skills and Experience:
- Holds a PhD in a relevant discipline from a recognized institution;
- Must have served at a Senior level in the capacity of Senior Lecturer in a University or Tertiary Institution or NCHE or in a similar regulatory body or Government Department for at least 5 years;
- Must have a minimum of 2 publications in peer –reviewed journal articles;
- Experience as a Dean is an added advantage;
- Must be ICT literate;
- Must have good communication and interpersonal skills;
- Knowledge of Project Management is desirable;
- Knowledge of International Standards Organizations (ISO) is desirable;
- Knowledge of quality standards and regulations in higher education is essential.
