About US:
Uganda National Meteorological Authority (UNMA) is a statutory body established by UNMA Act, 2012. The Act empowers UNMA to provide for the control and development of technically sound and scientific meteorological services in Uganda.
Job Summary: The Director Training and Research will provide over all leadership and coordination in training and research as well as information management.
Key Duties and Responsibilities:
- Head of the Directorate of Training and Research
- Advises the Executive Director on Training and Research matters
- Prepares Annual work plans and budgets for the Directorate.
- Supervises and appraises senior staff in the Directorate
- Coordinates preparation and submission of reports of the Directorate
- Identifies skills and competency gaps in the Directorate.
- Coordinate training programmes for the Authority
- Ensures the implementation of Quality Management System in the Directorate
- Continuously collaborates with relevant academic institutions in the design and development of suitable course content where necessary to address the human resource development (HRD) needs of the Authority.
- Coordinates the development of a research agenda and prepares research
- topics related to the mandate of the Authority and relevant to the development needs of the country in collaboration with other UNMA Directorates and stakeholders.
- Coordinates the other Directorates and individual staff in the development of portfolios for operational research engagement.
- Ensures that post training evaluation of fellows on the relevance and quality of their training is undertaken.
- Supervises the development and implementation of public education programmes about weather, climate and climate change.
- Oversees the development of suitable materials and promotes partnership
- linkages for sustainable awareness creation.
- Ensures that Library facilities are continuously equipped, updated and fully functional.
- Supports in the financial resource mobilization strategy of UNMA, especially
- for Training and research programmes.
- Performs any other relevant duties as may be assigned to him/her by the
- Executive Director.
Qualifications, Skills and Experience:
- The ideal candidate for the Uganda National Meteorological Authority (UNMA) Director Training and Research job must hold an honours Bachelor’s degree in Natural Sciences obtained from a recognized University
- A Master’s degree in Meteorology or related fields (Environmental studies, Agriculture, Forestry, Geography, Hydrology and Atmospheric Sciences) from a recognized University.
- Additional qualification in either Public Administration, Business Administration or Management Studies or a PhD is an added advantage.
- At least eight years of working experience in a related field with a reputable organization, 3 years of which should be at senior management level.
- Curriculum development skills
- Management and Research skills
- Proven ability to write technical documents
- ICT with ability to communicate with international scientific teams.
- Age: 35 years and above.
