About USAID MAPD Project:
The Malaria Action Program for Districts (MAPD) project is a 5-year USAID/PMI funded project. The project aims to prevent and control Malaria illnesses and deaths in order to minimise the social economic effects of the disease among the overall population of Uganda especially in children under 5 years of age. The project will be implemented starting in August 2016, and will cover 43 districts with a total population of more than 13 million. The Malaria Action Program for Districts project offers a partnership uniquely positioned to deliver this implementation rollout. Partners include Johns Hopkins Program for International Education in Gynecology and Obstetrics (JHPIEGO), Banyan Global, Deloitte &Touché Uganda, Infectious Diseases Institute (IDI) and Communication for Development Foundation-Uganda (CDFU).
Job Summary: The Malaria Supply Chain Officer will provide technical and implementation support to all MAPD project activities with a focus on supply chain management for malaria commodities in the project districts of operation.
Key Duties and Responsibilities:
- Work under the Supply Chain Specialist and in close collaboration with project Regional
- Coordinators to Support districts in preparing malaria commodity distribution planning to ensure sufficient availability of these commodities in health facilities and no stock outs (10%)
- Support the Supply Chain Specialist in strengthening the supply chain management capacity of the districts, particularly around the use and quality of data for decision-making especially for quantification of malaria commodity needs (10%)
- Together with the project Regional Coordinators and Supply chain Specialist, provide technical guidance to districts in monitoring and supervision activities related to commodities at the district and health facility level (25%)
- Support district level annual quantification and procurement planning with appropriate methodology and data for quantification of malaria commodity needs; and documenting and sharing assumptions (5%)
- Work closely with the Supply Chain Specialist to coordinate with the district Medicine Management Supervisors (MMS) in the monitoring of cold chain, rational use and stock availability and regularly report on health facility stock status and pipeline of malaria commodities (20%)
- Actively contribute to the development of project annual, quarterly work plans and budgets
- Assist with preparing quarterly and annual reports, activity reports and other related communications (5%)
- Support in maintain stock records for all stock for which Malaria Consortium is either responsible or accountable for within Malaria Consortiums inventory management system (NAV)
Qualifications, Skills and Experience:
- The applicant for the Malaria Consortium USAID MAPD Malaria Supply Chain Officer job opportunity should hold a degree in a health-related field including (pharmacy preferred), Supply Chain, Public Health, Nursing
- Three years of experience in similar field and /or experience working on a USAID funded project
- Possession of a post graduate degree/diploma in Public Health or health related discipline is desired
- Experience in using participatory adult learning techniques
- Experience in monitoring and evaluation of public health programmes
- Experience in capacity building/ transferring of skills
- Experience in working with local government
- Experience in developing work plans and activity budgets
- Understanding of both preventive and curative aspects of malaria control
- Familiarity with the strategies and guidelines of the MoH supply chain management and the Uganda National Malaria Control Programme
