Job Summary: The role of the Programme Manager – Women’s Empowerment is to provide overall direction and management to the Uganda Women’s Empowerment Programme. There is a strong focus on the providing capacity building support to partners especially in the areas of SASA! Faith, response and advocacy.
Key Duties and Responsibilities:
Programme Management and Development
- Lead and assume accountability for the successful delivery of outcome 3.2 of Trócaire’s Strategic Plan and respective delivery of related outcomes in the different projects funded by Trócaire, Irish Aid or external institutional donors.
- Work in close collaboration with relevant staff and partners, responsible for the effective design, implementation, monitoring, evaluation and reporting on all grants and overall programme, in line with agreed standards and donor requirements;
- In collaboration with the MEAL Advisor manage programme M&E through implementation of results frameworks and logic models, risk matrix, monitoring plan and evaluation processes.
- Actively research areas for innovation and incorporate areas of innovation into proposal processes.
- Promote, capture and disseminate learning from partners and programmes, and ensure that this informs future programme development;
- Contribute proactively to the successful implementation of integrated programming in Uganda.
- Provide regular updates on programme to relevant Trócaire teams at Headquarters.
- Ensure accurate records for the programme maintained in line with Trócaire and donor guidelines.
Programme Quality
- Provide high quality technical advice/support/ and capacity building to partners on SGBV, gender equality, and gender transformative programming.
- Lead on the technical quality of the country programme in terms of women’s empowerment in accordance with the Trócaire’s Global Framework on Women’s Empowerment through phased approaches, the use of best practice programming principles, models and methodologies, and overall leveling up of programming over time.
- Provide technical support to staff and partners on SGBV advocacy including when required provision of formal training.
- In collaboration with the Programme Officer – Women’s Empowerment, provide technical support to staff and partners on SASA Faith including when required provision of formal training. Adjust methodology in line with needs of different target groups (including survivors of SGBV, men, boys and girls).
- Provide technical support to staff and partners on women’s empowerment especially in terms of how to integration Women’s empowerment as a process in the Resource Use and Rights Programme and Humanitarian Response Programmes.
- Lead on the delivery of thematic programmatic research and ensuring the recommendations of research projects are incorporated into country programming.
- Maintain comprehensive and up-to-date analysis of SGBV, women’s empowerment and gender issues in Uganda and regionally, in line with all thematic areas of Trócaire’s country strategic plan.
- Provide training and learning opportunities for staff on Women’s Empowerment.
- Keep up-to-date with issues and trends, with regard to and Women’s Empowerment.
Managing effective relationships with partners
- Develop, nurture and manage relationships with Trócaire’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools, and in agreement with the Programme Manager;
- Actively manage a portfolio of partner organisations, including partner communication, contracts and information management.
- Support accountable and strategic relationships with partners and enhancing partner capacity at an institutional and programmatic level
- Lead in rolling out a Partner Capacity Assessment process with partners and support them in addressing identified capacity needs.
- Promote and support partners’ adherence to jointly agreed accountability, safeguarding participants, and other standards, as these emerge;
- Review and critically assess project and programme proposals on a timely basis to guarantee timely disbursement of funds.
- Monitor ongoing implementation of partner projects through quarterly field visits and learning activities.
- Offer timely review and provide feedback to partners on all reports.
- In collaboration with the MEAL Advisor support partners to have effective results-based M&E systems in place to gather, manage and analyse quality gender-sensitive data to assess project progress and programme impact which will contribute to quality reporting, increased accountability, strengthened visibility and continual programme improvement.
- Consider new partnerships that ensure creative and dynamic programming through new contacts and field visits with a focus on cultivating partnerships with women led organisations.
- In collaboration with the CMT conduct biannual partner portfolio reviews.
- File all Trócaire monitoring reports and partner documentation on the Salesforce in a timely, consistent and organized manner.
Programme Finance Management
- In collaboration with the Programme Accountants, prepare manage and monitor grant and partner budgets and ensure timely budget expenditure and value for money ensuring compliance with financial norms and standards.
- In collaboration with the Programme Accountants ensure timely transfers to Partners in accordance with agreed Trócaire standards.
- In collaboration with the Programme Accountant support the commission and management of audits for grants and projects.
- Develop relevant grant risk registers and monitor them in conjunction with the CMT.
- In collaboration with the Programme Accountant, ensure that all project files are complete with no missing finance / programme documents
Representation with Internal and External Actors
- In collaboration with the CD and/or PM, develop, nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies working in/on Uganda This will include other Caritas/CIDSE agencies;
- In collaboration with the CD, BDGM and/or PM, develop, nurture and sustain relationships with relevant bi-lateral agencies and multi-lateral agencies seeking opportunities for programme funding, where applicable;
- Communicate with other teams within Trócaire to ensure that the programme is well understood, and that information is available for fundraising and other communication, including publications, media briefings, education, etc. This includes within Uganda to promote integration and with the wider organisation. This may involve participation in sessions/events with technical advisors, working groups, etc., as agreed with the relevant manager.
Staff Management
- Lead on the recruitment of all staff in the Women’s Empowerment team and support other recruitments in Trócaire Uganda.
- Manage the Women’s Empowerment staff (currently 1 Programme Officer) using Trócaire’s performance management system, ensuring team members are clear on their roles and responsibilities.
- Develop staff capacities, by jointly identifying needs, developing plans to strengthen capacities, and identifying sources of support.
- Actively manage staff to ensure annual and monthly plans are developed and followed that are in line with the programme and CSP needs.
- Manage relationships and maintain oversight of consultancies and technical partners.
Communications and Advocacy
- Promote, capture and disseminate learning from partners and programmes, and ensure that this informs future programme development e.g. case studies, photos, testimonies.
- Contribute, where appropriate, to advocacy and information work in support of Trócaire and partners efforts, with relevant stakeholders in the country or globally.
Other
- Participate in planning and review meetings.
- Any other tasks which may, in the opinion of the Programme Director be appropriate for this level of responsibility.
Qualifications, Skills and Experience:
- The applicant should hold a third level qualification in: Social Science, Development Studies, or a related area.
- At least five years of working in an international or local organisation in Uganda or abroad.
- Minimum three years of working in working in Gender, GBV prevention and response, social behaviour change approaches, and women’s economic empowerment.
- Experience in gender analysis/gender mainstreaming.
- Experience of working in a partnership arrangement with civil society organisations and the use of participatory approaches to development.
- Excellent writing skills with proven experience in designing and writing strategies.
- Gender analysis/mainstreaming skills.
- Proven results-based management skills.
- Excellent interpersonal, communication and facilitation skills, particularly in promoting organisational learning.
- Excellent communications skills
- Highly organised, with excellent planning, prioritisation and problem-solving skills.
