Expected travel National travel will be required including to rural areas. International travel is possible

J9b Summary: Restless Development Uganda is seeking to recruit a talented and dynamic individual to oversee our Sexual Reproductive Health and Rights Work. The Programme Manager will provide program oversight, contribute to fundraising and partnerships, learning, people management and finance management.
Key Duties and Responsibilities:
Programmes Oversight and Learning (40%)
- To provide oversight and leadership to our SRHR Programmes to ensure they are aligned with, and delivering, Restless Development’s Strategy, Programme Quality standards and the relevant Ugandan Government policies and programmes.
- Oversee the delivery of SRHR Programmes in line with approved donor proposals and Restless
- Development Programme Quality Framework to ensure the programmes are continually learning and adapting their approaches to create a positive impact.
- Ensure that programme risks are regularly identified, documented, reported and mitigation measures actioned.
- Lead on development of Programme Budgets and ensure Restless Development Financial policies are
- adhered to by the team
- Work with Programme Coordinators to generate timely and high quality internal and external programme financial and narrative reports
- Working with Programme Coordinators, ensure monthly expenditure reports and quarterly reforecasts.
- Ensure timely and accurate internal financial and narrative reporting to enable continual programme review and improvement
People Management (25%)
Ensure SRHR unit have a professionally fulfilling employee journey:
- Ensure all aspects of the performance management cycle are followed for all staff in SRHR unit
- Ensure that all staff in the SRHR Unit have up to date performance objectives and career development
- plans
- Line and performance manage Programme coordinators, serving as a role model at all times
- Build SRHR staff capacity to deliver their roles and ensure effective staff talent management.
- Support Recruitment, selection, and orientation of new staff
- Ensure Employee policy and procedures are adhered to by team
- Ensure volunteer and staff welfare with support from the Head of programmes and Partnerships.
Thought Leadership and partnerships (25%)
To be the expert on SRHR current theories and practice and partnership building efforts:
- Work with the Business Development team on proposal development process, including Theory of change,work plans and budgets
- Participate, and support SRHR staff to participate, in relevant networking and external engagement spaces
- Represent Restless Development in local and national forums and platforms
- Ensure quarterly reporting of our activities to local government and participation as required in meetings and events
- Ensure linkages with other thematic areas to identify support needs for their SRHR components and provide technical support to the teams.
Leadership (10%)
- Be an active member of the Uganda Hub Leadership team, ensure values-based leadership
- Ensure staff and volunteer safeguarding policies are adhered to by the team
- Other duties as required, sometimes requiring working on weekends and holidays for which time off in lieu can be taken
Qualifications, Skills and Experience:
- Graduate level (degree, masters) in a relevant field of study
- Minimum 3 years of experience in programme management, including
- proven experience of managing programmes relating to youth sexual reproductive health,
- Strong partnership development and networking skills
- Excellent understanding of project cycle management
- Good understanding and practical experience of youth development in Uganda
- Excellent verbal and written communications skills
- Experience of donor management and reporting
- Ability to lead, inspire and develop a talented team, including experience of managing young staff with limited experience
- Excellent problem-solving skills and ability to make sound operational decisions
- Strong team player able to work under own initiative
- Willingness to travel to rural areas as required
- A strong personal commitment to the values of Restless Development

- Outstanding analytical and problem-solving skills
- Excellent financial management skills, including strong experience in budget management and reporting.
- Outstanding interpersonal, written and verbal communication skills
- Experience of participatory research with young people
- Previous work experience in Uganda
