The Royal Danish Embassy in Kampala  is the diplomat mission of The Kingdom of the Denmark.

Job Summary:  The Royal Danish Embassy in Kampala is looking for a new staff member with academic qualifications to work within the area of Aid Management. The Danish Embassy in Kampala is managing a country programme (2018-2022) of almost 1 billion DKK equivalent to almost 550 billion UGX. The country programme, which consist of two components 1) a programme for growth and employment and 2) a programme on good governance, is implemented through partnership engagements with government institutions and civil society organisations. The position will involve responsibility for tasks within administration of the development support. You will report to the Embassy’s Chief Financial Officer (CFO). Furthermore, you will have close cooperation with the embassy’s programme staff, the administrative team, Danida advisors as well as implementing partners.

Key Duties and Responsibilities:

  • Responsible for handling the procurement process of goods and services for activities funded from the country programme, in close cooperation with the responsible desk officer at the Embassy, the contract office in the Danish Ministry of Foreign Affairs and a Danish law firm contracted to oversee EU tenders, to ensure full compliance with Danish and EU procurement regulations. Furthermore responsible for providing assistance with the embassy’s general procurements
  • Responsible for administration of advisors, including cooperation with the HR Department in the Danish Ministry of Foreign Affairs.
  • Assist with financial capacity assessments of possible new implementing partners and with the regular desks and field monitoring of existing implementing partners.
  • Assist with preparing terms of references for audits, and with the ongoing dialogue with Uganda’s Auditor General and private auditors in relation to audits of partnership engagements.
  • Assist with the analysis of the implementing partners audit reports and assist with systematising and follow-up on recommendations from audit reports, monitoring reports and progress reports.
  • Assist with the Embassy’s anti-corruption efforts.
  • Assist with handling of data and payments in the financial management systems of the Danish Ministry of Foreign Affairs including desk training of the Embassy programme staff in the financial management systems. (Prior knowledge of the systems within the Danish Ministry of Foreign Affairs beforehand, is not required).
  • Other duties assigned by the Embassy management or the Chief Financial Officer.
  • As some of the implementing partners are operating in the northern part of Uganda, up-country travel can be expected.

Qualifications, Skills and Experience:

  • The applicant must hold a University graduate in administration, accounting, finance, or professional certification (CPA, ACCA).
  • Three years of related work experience
  • Experience with administration and management in a public (or publicly funded) organisation.
  • Experience in executing large procurements for development aid, including EU tendering.
  • Effective time management and organisational skills.
  • Attention to details and high level of accuracy.
  • Ability to work under pressure and with a minimum of supervision.
  • Effective verbal, listening and communications skill and a constructive and open approach towards cooperation with all colleagues and external partners. Furthermore, ability to be firm without jeopardizing the cooperation between the Embassy and the partners.
