Job Summary: GOAL is seeking a dynamic individual to join this exciting and challenging project. The CLEA Officer will be involved in the day to day implementation of the CLEA project in collaboration with the EVD Coordinator. They will be the direct line of support to community mobilisers and the point of contact for Division level stakeholders. They will support monitoring and regular collection of data in support of project oversight and learning and in alignment with the results framework. The incumbent will work closely with the Ministry of Health (MoH) and Kampala authorities to support the implementation of the project and work in close coordination with the National Task Force (NTF) and key stakeholders within the Risk Communication and Social Mobilisation (RCSM) Pillar. We are looking for someone who is a self-starter, can work independently and promotes inclusive community participation. You will need to be comfortable engaging with and communicating to people at different levels of authority ensuring understanding and buy-in throughout the project period. You will have a Health inclined background, public health or a related discipline, and be knowledgeable in project management cycles, report writing, and have good interpersonal skills.
Key Duties and Responsibilities:
In collaboration with the MoH and other stakeholders work towards achieving the overall project objective through a process as follows:
- In collaboration with the EVD Project Coordinator (GOAL) and stakeholders lead the implementation of the CLEA project in Kampala, including the management of the Community Mobilisers (10), the development of work-plans for the community mobilisers, facilitation of weekly team meetings, support of the CLEA community champions and organising regular stakeholder meetings
- Manage the monitoring and data capture for the project, working with the MEAL team, to ensure information is accurate and used to inform adaptations to the project and respond to the results framework
- Coordinate and document the information from the community on suspect cases, rumours, and feedback on health services and, following the identification of a clear reporting line to the Ministry of Health, KCCA and key NTF and RCSM pillar actors, report the information on a weekly basis
- Engage and actively participate in GOALs sector specific Kampala coordination forums, including the Risk Communication and Social Mobilization pillar sub-committee, regular KCCA health forums and Division level meetings
- Work with GOAL EVD Coordinator to assist in developing strategic projections and action plans, prioritize training needs on community engagement, and deploy as needed to support community engagement if CLEA is cascaded to other areas. This might include at times deployments to emerging missions
- Provide a weekly report to the EVD Coordinator on the implementation and progress of the CLEA
- Support the EVD Coordinator in a process for dynamic partnerships and collaboration of stakeholders involved the public health response i.e. the process of partner mapping, regularly maintain and update key contact lists
- Adhere and sign to GOAL’s PSEA Policy and Code of Conduct
- Comport him/herself in the community s/he will be working, respecting community values, cultural beliefs
- Refrain from all illegal practices such as impersonation, theft, sexual harassment, child abuse etc.
Qualifications, Skills and Experience:
- The ideal applicant must hold an Msc/Degree in Public Health or any other health inclined discipline, with not less than 2 years post qualification experience
- At least two years previous experience with an international agency in humanitarian/development programmes in a health related position
- Excellent interpersonal, motivational and people and process management skills
- Experience in behavioural change and participatory approaches
- Problem solving skills and approach will be essential, with facilitation and training skills an added advantage
- Strong analytical skills including collection, analysis, reporting, and applying of programme data
- Good IT and report writing skills
- Experience in liaising with government officials, communities and other local partners; experience with donors and other international agencies an advantage
- Emergency response experience would be an advantage
- Ability and willingness to deploy for short missions as may arise
