- This role will support the ERM with overall strategic direction, leadership, and management of operations within the Emergency Response districts in line with Country Strategy and West Nile Refugee Response Strategy, purpose statement, values and behaviours, policies and procedures and Global Strategy that bring about lasting impact on the lives of children, girls, young women and boys. The Emergency Programme Operations Manager will support the ERM in developing, coordinating and managing all emergency and development activities in the refugee hosting districts.
Dimensions of the Role
- S/He is a member Country Management Team.
- Provides operations and administration support across the Emergency Response Programme in Arua, Yumbe and Adjumani to ensure all projects are meeting targets and delivered with the highest quality.
- Is aware and able to raise issues to senior management level regarding project implementation.
- Reviews and authorises purchase requisitions, commitments and contracts within approval limits.
- Supports the Emergency Response Manager and represents Plan International Uganda with external stakeholders in the region as and when needed.
Accountabilities
Leadership and management
- Establish and maintain constructive working relationships with other NGOs, UN agencies, OPM office, district leadership of the Government of Uganda, bilateral and multilateral donors, and other principle stakeholders.
- Directly supervise the finance and admin team in the West Nile emergency response
- Creates the conditions to ensure effective teamwork and morale.
- Promotes a productive work environment with zero tolerance for harassment, verbal or physical conduct, or discrimination against other persons on the grounds of race, colour, sex or creed i.e. the Red Cross and NGO Code of Conduct.
- Supports in promoting gender equality; risk management and advocacy in program /project planning/budgeting and Detailed Implementation Plans.
- Disseminates and support implementation of Partnership and NO strategies, guidelines, initiatives and policies in the area
- Supports the implementation of management decisions/recommendations in order to meet quality standards, and promote alignment with strategies and standards in cooperation with the ERM.
Strategic Planning, Implementation and Monitoring & Evaluation
- Maintain ongoing intelligence of the developing humanitarian emergency situation and adjust activities accordingly and explore opportunities to bridge humanitarian and development nexus.
- Ensure adequate monitoring and reporting of emergency activities in accordance with Plan’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
- Support to development of area Annual Operational Plans, Program/Project plans and budgets, and their implementation.
- Support and monitor implementation of projects/programmes and ensure programs/projects are being managed and implemented in a manner that will result in achievement of goals within set time frame and allocated resources.
- Ensure scheduled design, monitoring and evaluation processes (assessments, designs, baseline surveys, evaluations, and transformational indicators measurement) are conducted and reports completed and approved.
Safety and Security
- Support the ERM to monitor the operational environment with respect to increased level of threat and advise the Management, staff, Plan International and the Plan International Security Officer.
- Act as the deputy security focal point for West Nile region.
Management of Operations and Standards
- Ensure effective, efficient and proper management and use of assets.
- Proper financial management and accountability in line with Operations Manual and policy guidelines
- Child protection in line with Safeguard Children and Young People policy and other relevant policies, guidelines and protocols.
- Implementation of audit recommendations and prevention of reoccurrence.
- Ensure sufficient, timely and accurate flow of management and operational information and reports, both internally within Plan in accordance with the set communication protocol.
- Stregthen local procedures in order to liaise effectively with local government institutions
Safe Guarding and Code of Conduct
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications, Skills and Experience:
- The ideal applicant must a Bachelor’s Degree in any development related field (social sciences, development studies, management, education, agriculture or public health).
- Master’s Degree and or training in leadership is an added advantage.
- At least 5 years professional working experience in operations management and supervision, including experience in an emergency context and working with refugee populations.
- Significant understanding of project/programme design, implementation, monitoring and evaluation.
- Familiarity with community based programming and development approaches.
- Excellent people manager with good team-building skills and proven record of managing and developing teams of professionals, including those in dispersed/distant locations.
- Analytical and problem solving skills.
- Organization and time management skills in order to manage priorities within own workload, identify deadlines and cope with conflicting demands.
- Experience in networking with poor children and their families, local and international NGOs, local government partners, and local community-based organizations.
