Job Summary: The Gender and Protection Officer will report to the Emergency Response Manager and be based in Lamwo, with occasional travel to the field locations within Uganda. Key areas of focus will be promoting identification and integration of the gender and protection elements in the humanitarian program, enhancing protection and gender mainstreaming technical capacity of Oxfam and Partner staff as well as government and community structures, Supporting and managing implementation of the Oxfam humanitarian response programme in Uganda. The role supports resource mobilization, specifically for the Emergency Response programme focus areas and ensuring that the promotion of gender and women’s rights is at the heart of Oxfam in Uganda’s program work in the field.
Key Duties and Responsibilities:
- Actively participate in the development and implementation of a gender equality and social inclusion in the emergency response operations in refugee settlements in West Nile (northern Uganda) to effectively include gender considerations in all project activities
- Work closely with partners to implement and mainstream gender & protection in the emergency response programs
- Work with partners and stakeholders to prevent, respond to, and resolve the abuse, neglect and violence experienced by children and women in the refugee settlements
- Implement strategies that strengthen the capacity of implementing partners and local stakeholders to develop systems and mechanisms that provide meaningful protection for all children and women in the longer term
- Implement Oxfam emergency gender and protection principles and standards in the emergency response operations in West Nile
- Participate in the design, adaptation, implementation and maintenance of gender and protection monitoring procedures and information systems and ensure that emergency response staffs are trained for their data collection and monitoring duties
- Develop monitoring milestones to track the progress and ensure engendered emergency response is delivered to the beneficiaries
- Implement and if necessary further develop referral mechanisms for managing protection concerns at camp and host community level as well as with local government
- Provide psychosocial services to traumatized children and women in West Nile refugee settlements
- Build relationships and work with other advocacy & rights groups, NGOs, and relevant government sector offices at district, region and national level
- Work with emergency response teams in developing and supervising emergency program activities in relation to protection, and regularly monitor and evaluate their progress
- Actively participate in monitoring, review, RTE process
- Maintain awareness of the operating context and ensure that programs adhere to Do No Harm principles, remain conflict sensitive and non-biased, and develop strategies to address gender and disability discrimination
- Represent Oxfam’s gender & protection issues, identifying opportunities to advocate Oxfam’s position on the rights of the children and women through exchange of information, negotiation and lobbying
- Prepare high quality and timely reports and submit to the response team leaders within agreed deadlines
- Present regular written reports on progress against objectives as required by the Line Manger and ensure that a final report is completed on completion of the contract
- To be familiar with and abide by NGO code of conduct and SPHERE minimum standards
- Comply with all relevant Oxfam policies and procedures with respect to gender, child protection, health and safety, code of conduct, anti-Corruption, equal opportunities and other relevant policies
Qualifications, Skills and Experience:
- The ideal candidate for the Oxfam Gender and Protection Officer job must hold a Bachelor’s Degree in Development Studies, Social Sciences, Social Work or relevant field
- Two to three years of management experience in an INGO environment, including experience in directing and implementing programs for children & women in emergency
- Good understanding of the Uganda, South Sudan and regional political context
- Specific experience in setting up and running community based gender and protection programming
- Broad knowledge and understanding of gender and protection issues and sufficient field experience in similar settings to design and implement innovative, appropriate solutions with a focus on program delivery and capacity building in complex emergency situations
- Ability to analyse information, evaluate options and to think and plan strategically
- Ability to prepare draft reports against expected results and indicators with minimal supervision
- Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations
- Ability and commitment to work effectively with people of diverse backgrounds and under difficult and challenging environments
- Flexibility and a sense of humour ability to work, live and thrive under challenging circumstances
- Good team player who is able and willing to learn from others as well as live and work in a communal setting
- Excellent interpersonal communication and presentation skills
- Show commitment to and understanding of Oxfam’s aims, values and principles including rights-based approaches
- Proven analytical skills and ability to think strategically, including the ability to think beyond the local programme context and to act within a regional framework
