Introduction and Overview
The Trade Policy Training Centre in Africa (trapca) was inaugurated in December 2006 with the mandate of providing training and technical expertise on trade issues to professionals in Least Developed Countries (LDCs). Situated in Arusha, Tanzania, the Centre operates under the auspices of the Eastern and Southern Africa Management Institute (ESAMI) and the Lund University in Sweden.
The overall aim of the training activities of trapca is to bring new perspectives to world trade, to inspire the creation of networks in LDCs and to develop competencies for strengthening the capacity of LDCs to engage within the international trading systems with a view of overcoming the constraints to, and of utilising the development-related opportunities provided by trade. trapca programmes are premised on the belief that LDCs are not able to reap the benefits of globalisation and international trade due to inadequate knowledge in trade issues.
In line with this objective, trapca is offering a number of specialised short courses on different topics on trade policy. The relevance of the specialised short courses resides in their ability to promote the kinds of knowledge and understanding as well as key competencies and capacities that make it possible for participants to help their countries to:
- Make full use of existing opportunities in foreign markets
- Identify gaps in policy design and implementation on specific sectors
(ii) Choose import, industrial, investment and trade facilitation policies conducive to development and poverty reduction, given existing trade agreements, and
(iii) Influence future agreements in an advantageous manner by negotiating improvements in access to foreign markets while maintaining abilities to pursue trade and trade influencing policies conducive to development and poverty reduction.
While a specialised short course alone cannot possibly be sufficient to allow the participants to directly help their countries pursue such high-level objectives, it may provide an awareness and understanding in a particular topic on trade policy. The design of the specialised short courses has taken into account both the recommendations on course topics emanating from a training needs assessments that was carried out in a number of African countries and the experiences from the short courses so far given by trapca.
Target Group and Entry Requirements
Target Group
The target audience of trapca’s proposed short courses consist of those who are, or in the future will be, involved in trade-related activities in their capacity as officials, executives or members of relevant ministries and government agencies, parliamentary institutions, universities, business and civil society organisations in LDCs or other low income Sub-Saharan African countries.
Entry Requirements
To qualify for admission to trapca’s short courses, applicants must have successfully completed the course TRP 100 Certificate in International Trade and Development (CITD), or its equivalent. The applicants must be working or interested in working for a trade or development related area in government, the wider public sector, private sector or civil society organisations in a developing country. They must also have a good command of the English language. Participants should originate from LDCs. In some cases, participants from low income Sub-Saharan African countries, not classified as LDCs, may be admitted.
Course Information
Course Duration and Delivery
The duration of the specialised short courses will in general be two weeks and the delivery of a course is mainly intensive on-site learning activities in residence at trapca/ESAMI campus. The on-site training might in some cases be preceded by preparatory readings and related exercises as well as post-session follow up work. The language of instruction is English.
Pedagogical Approaches
The instructional methods for these specialised short courses will aim at providing learners with work-related skills and high retention rates of the knowledge imparted. In this regard, the pedagogy will incorporate multi-modal delivery mechanisms for course materials (e.g. case studies, in-field situational tasks, simulation and role playing, trade data retrieval exercises and presentation of course exercises and tasks).
Certification and Evaluation
Participants of a specialised short course can obtain any of the two following certifications:
- A Certificate of Competence if they satisfy the following requirements. First, they must attend and participate in at least 80 per cent of the scheduled lectures. Second, they must pass a final written examination by obtaining at least 50 per cent of the marks. Third, they must meet other specific requirements of the specialised short course they attend. Participants who maintain an overall aggregate of 75 per cent and above will get the Certificate with distinction.
- A Certificate of Attendance if they attend and participate in at least 80 per cent of the scheduled lectures, but they either do not pass the final written exam or do not meet specific requirements of the specialised short course they attend.
For participants doing a specialised short course, the total evaluation will be spread over class attendance, result on final written examination and result on other specific requirements.
Other Information
Disciplinary Actions against Plagiarism
Plagiarism is viewed very seriously, and disciplinary actions will be taken against students for any kind of attempted malpractice in examinations and assessments. The penalty that may be imposed includes suspension from the programme.
Programme Evaluation
Programme appraisal, tracer studies and impact assessment will form an important part of trapca’s training and capacity building process.
