About Program:
IDLO, with the financial support of the Swedish International Development Cooperation Agency (Sida) is currently undertaking the inception of a 5-year Community Justice Program (CJP) that seeks to enhance the accessibility, quality and sustainability of justice services delivered for rural, vulnerable and marginalised communities in Uganda. The CJP, to be rolled-out once the country office set-up is completed, will focus on legally-empowering grassroots communities, and enhancing the capacity of duty bearers at the community level to provide the most vulnerable and marginalised citizens with quality legal knowledge and legal aid to uphold their basic rights, challenge their grievances in an equitable manner, and obtain effective justice remedy and reparation or compensation from both formal and informal justice mechanisms.
Job Summary: The Field Program Coordinator will assist in the management and supervision of program implementation of the CJP-supported interventions.
Key Duties and Responsibilities:
Program Implementation and Monitoring:
- Support day to day program implementation, including: work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
- Assist the Program Manager with management of Program-related consultants, including providing support in the drafting of Terms of References, timely identification and screening of program consultants/contractors as well as the processing of contracts.
- Process, update, and maintain master files for each project in the Program, including registries of all technical documentation, to be made available to program staff and management when needed.
- Oversee the maintenance of the consultants’ database with an up-to-date list of experts and/or consultants relevant for the implementation of the Program.
- Jointly with the Finance Officer (Sub-Grants), prepare the full package of documents ahead of each call for applications; screen applications and track and report on applications received against criteria matrix;
- Upon approval of the initial selection report, jointly develop, the application documents package and updated matrix of eligible applications to be presented to the Internal CJP Sub-Grants Review Committee; prepare the Committee Report.
- Ensure periodic review of sub-grants application documents and review criteria.
- In close coordination with the Finance Officer (Sub-Grants), and using the approved IDLO pre-grant assessment tools, carry out Program-related pre-grant assessments for all recommended IPs before sub-grants contracting.
- Liaise with the Finance Officer (Sub-Grants) and HQ-based Program Coordinator, contract and sign sub-grant agreements, amendments and extensions.
- Assist the Finance Officer (Sub-Grants) to maintain a database of all CJP sub-grants including funding applications, progress reports and sub-grants disbursements;
- Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Program.
- Carry out desk research to provide substantive input into the development of new proposals, concept notes, briefing notes, summary status reports, donor narrative reports, and mission preparation.
Program Budgeting:
- Assist the Supervisor in providing up to date information for budget forecasting and monitoring of relevant programmatic budget financial reports.
- Follow up on key finance/procurement issues relating to program implementation e.g. procurement planning, venue requests, purchase requisitions and payment requests.
- Provide support in the development of program donor budgets for fundraising purposes.
Reporting:
- Report regularly to the Program Manager on program updates (including, but not limited to, preparation of monthly Program reports and specific updates as necessary).
- Working closely with the MEL Officer, the Communications and Reporting Officer and the Finance Officer (Sub-Grants), draft donor reports based on internal timelines and parameters agreed upon with Supervisor, and incorporate all feedback during all phases upto finalization.
- Draft briefings on Program and team successes and documentation for internal and external information sharing.
- Jointly with the MEL Officer, monitor and report on progress in line with the MEL framework for Programs being implemented
Partnership, Networking & Coordination:
- Attend relevant technical meetings with partners, as needed, prepare minutes of meetings and track follow up required.
- Respond to internal requests for information or research and external information requests as delegated.
Qualifications, Skills and Experience:
- The Field Program Coordinator should hold an undergraduate (Bachelors) degree in Law, Management, Political Science, Public Policy or other relevant disciplines from a recognized university. Post-graduate qualifications will be an added advantage.
- Four years’ professional experience in working in the governance, justice, law and order sector in Uganda. Experience working with international organizations or large national organizations in the justice, law and order sector (JLOS) will be a significant advantage.
- Demonstrable experience working in the justice, law and order sector in Uganda including familiarity with trends within the sector. Also critical is significant levels of familiarity with policy, legal and institution reforms within the sector in Uganda.
- Excellent interpersonal, organizational, diplomacy and communication skills.
- Demonstrable ability to meet deadlines in a fast-paced work environment
- Solid research, analytical and strategic thinking skills and demonstrable advanced computer skills (MS Office Suite including MS Excel, Power point and Internet).
- Proven ability to operate in a team environment liaising with a diverse team.
- Enthusiastic and proactive attitude including willingness to travel frequently to the field.
- Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and
- Highly developed sense of ethics, integrity and commitment to IDLO’s mandate.
- Languages: Fluency in English is required. Fluency in any of the widely spoken local languages will be an added advantage.
