About USAID CHC Project:
Communication for Healthy Communities (CHC) is a five- year program implemented through a cooperative agreement between the United States Agency for International Development USAID/Uganda) and FHI 360. The project is designed to support the Government of Uganda and partners to design and implement quality health communication interventions to contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. CHC works with Ministry of Health and partners to rollout a nationwide OBULAMU integrated health communication platform through: Mass media; outdoor media; social and digital media; and, inter personal communication (IPC).
Job Summary: The Finance & Grants Officer will lead management of sub-awardees. supervising and supporting the financial operations of 3 regional offices of; Western, Eastern and Karamoja, preparation of quarterly post share reports, preparation of monthly advances reports, preparation of draft IR2 and IR3 (Intermediate Results 2 and 3) budgets, support in processing financial CHC Project transactions. reviewing and first approval of mobile money transactions, receiving and reviewing accountabilities from staff, reviewing of documentations and processing payments from vendors, supporting program staff in implementation of project activities, participate in the preparation of PEPFAR report and support the internal audit exercise.
Key Duties and Responsibilities:
- Generally, support CHC Country office financial management and operations
- Provide financial technical support and monitoring to Sub-Awardees, including annual budgeting process, quarterly support supervision visits, compliance with FHI 360 and USAlD regulations and close out processes.
- Reviewing monthly cash forecasts and processing advances, as well as reviewing vouchers and monthly SFRs (sub -awardee Financial Report)
- Support internal audits and follow up recommendations to ensure their conclusion,
- Review supporting documentation for payments to vendors and consultants,
- Provide technical support to 3 CHC regional offices in financial management and operations by Reviewing regional budgets during quarterly planning, reviewing advance payment requests and process advances to staff, reviewing accountabilities from staff for accuracy before retiring the expenses, reviewing regional petty cash trackers and supporting documents before replenishment of petty cash.
- Conducting stock taking, asset physical verification, spot petty cash checks,
- Solicit for cost share from partners/vendors; prepare relevant cost share supporting documentation.
- Prepare quarterly CHO Cost share reports and ensure that FHI360-CHC Cost share targets are met
Qualifications, Skills and Experience:
- The applicants for the USAID FHI 360 Finance and Grants Officer jobs must hold Bachelor’s degrees in finance, Accounting or its equivalent and/or Certified Public Accountants (CPA II) qualifications, ACCA (II)
- A minimum of five years of professional working experience
- Experience with USAlD or other donor funded projects is highly desirable.
- Solid knowledge of Financial and Accounting procedures as well as online mobile money payment systems
- Good knowledge and experience of all pore financial administration activities including accounts payable, cash management, budget development and statutory requirements
- IT literate and excellent knowledge and skills in using computer based multi-dimensional Accounting systems, Microsoft Excel and Word packages
- Excellent interpersonal communication, analytical and organizational skills
- Result—oriented skills
- English language proficiency is required
