About US:
The Government of the Republic of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) applied for financing from the World Bank towards the cost of the Agricultural Cluster Development Project (ACDP) and intends to apply part of the proceeds for the Recruitment of additional staff for the Agriculture Cluster Development Project (ACDP).
About The Project:
The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.
Job Summary: The objective of this assignment is to assist the Financial Management Specialist on all aspects of project financial management, administration accounting and reporting within the IST.
Key Duties and Responsibilities:
- To Ensure that all payments for the project are made and recorded in accordance with the approved budgeted/planned and the laid down accounting procedures and operational guidelines including those in the Project Implementation Manual (PIM) with guidance if the Financing Agreement.
- To ensure that all the payment vouchers are adequately supported with appropriate source documentation, duly authorized for payment a property filed to facilitate easy retrieval and reference
- Collation of all documents covering financial transactions of the project on daily basis and preparing them for the Project’s authorizing process;
- Updating the financial ledgers and generate pre-set financial reports on monthly basis by the 15th of each following month;
- To ensure that approved bank accounts are maintained at adequate levels to enable scheduled payments to be made without delay, undertake timely cash flow projections and to observe good treasury and cash management practices.
- Maintaining and updating all required financial records, including cashbooks, ledgers, commitment registers, contract registers and fixed assets registers.
- Preparing monthly/financial reports in line with Financial and Accounting Regulations and International Accounting Standards (IASs).
- To Ensure that all the project fixed assets are correctly identified and physical verifications carried out on a regular basis to ascertain existence and condition (s) and that all fixed assets are adequately insured.
- Performing any other tasks as may be assigned by Financial Management Specialist from time to time.
Performance Indicators
- All payments made and recorded in accordance with the approved budget and laid out accounting procedures
- Payment vouchers adequately supported with appropriate source documentation.
- All documents covering financial transactions for the project collated and prepared for authorization.
- Financial ledgers updated and pre-set financial reports generated.
- Approved Bank accounts maintained at adequate levels.
- All financial records updated and maintained.
- Monthly financial reports prepared in line with Financial and Accounting Regulations.
- Project assets identified and verified on a regular basis.
Qualifications, Skills and Experience:
- The ideal applicant should be in possession of an Honors Bachelor’s degree in any of the following fields: Commerce (Accounting), Finance, Business Administration (Accounting) or any other related field majoring in Accounting from a recognized institution. A Post Graduate Diploma or a higher qualification in the relevant field above will be an added advantage.
- Must have completed at least stage two of the accreditation to Professional Accountancy bodies such as ACCA, CPA, CMA, CFA;
- Computer literacy with knowledge of use of accounting software applications;
- Knowledge of IFMS is an added advantage
- At least three (3) years’ experience of Finance and Accounting experience.
- Experience in public sector and donor funded projects will be an added advantage.
