MTI-UG has operations in West Nile and South western Uganda. We provide Comprehensive Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.

Job Summary:  The Monitoring & Evaluation Officer will be responsible for managing country-level monitoring and evaluation activities with a focus on learning and continuous quality improvement. The jobholder oversees the development of a M&E system that effectively collects and analyses data, reports to internal and external stakeholders and builds staff capacity.

Key Duties and Responsibilities: 

  • Maintain the comprehensive M&E plan, including indicators and reporting schedules.
  • Collaborate with HQ in the development, implementation and ongoing management of a digital health data collection platform
  • Train and mentor Biostatisticians in monitoring and evaluation methods, tools and systems
  • Use data to contribute towards strategic decision-making and project planning with program leadership
  • Develop assessment and evaluation tools that will produce quantitative and qualitative data and findings to measure service provision
  • Coordinate the process of data collection and analysis and ensure the quality of data through data verification procedures
  • Regularly review program quality by conducting reviews at health facilities and reviewing Quality Improvement Plan findings
  • Ensure all projects include a logical framework with SMART indicators
  • Ensure narrative and technical reporting complies with project requirements as set out in project logical frameworks
  • Assist project managers in the production of donor and other data-driven reports, including the Medical Teams Monthly Operational Reports, and provide oversight to the accuracy of data and information reported and ensuring there is explanation for indicators Maintain and update concept notes and list of potential donors.

Qualifications, Skills and Experience: 

  • The applicant must hold a  Bachelor’s Degree in Public Health, Demography, Statistics, Social Sciences or related field; Master’s Degree preferred.
  • Training in Monitoring and Evaluation from a recognized institution is required (Statistics, Public Health, Project Planning and Management or equivalent)
  • At least two years of relevant experience in direct health services programming with an INGO is required.
  • One (1) year experience in logical framework development and donor reporting (ECHO,DFID,UN agencies etc)
  • In-depth knowledge of current approaches to Monitoring & Evaluation in relief & development programmes.
  • In-depth knowledge of statistical software packages (DHIS2, HMIS & data visualization tools.
  • Skill in quantitative and qualitative data collection methodologies High level of analytical skills with attention to details
  • Skill in Microsoft Word, Excel, PowerPoint and Outlook
