Alliance Forum for Development-AFOD Uganda is a non-profit, nondenominational, apolitical and non-sectarian Humanitarian and Development Organization incorporated in Uganda in 2015 with NGO board registration number 11619. AFOD Uganda seeks to work closely with rural and urban poor communities across the country to address their real needs and buildlocal partnership with institutions/communities and support community structures to jointly identify and address the underlying causes of poor health and steer social change.

Job Summary: The Monitoring, Evaluation and Research Officer will be a ccountable for professional technical contribution and leadership to programme/project design, planning, deigning Monitoring and Evaluation systems, monitoring and evaluation of programme/project activities, data analysis and progress reporting. The incumbent will have the responsibility to lead the research team of AFOD Uganda and commitment for enhancement of teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy

Key Duties and Responsibilities:  

  • Programme/Project Management: Ensuring the availability of accurate, complete and up-to date information required for effective programme and project design, implementation, management, monitoring and evaluation and emergency preparedness and response.
  • Programme Efficiency and Effectiveness: Enhancing programme efficiency and effectiveness through evidence based approach and implementation follow-on, including monitoring AFOD inputs, local conditions and resources, flow of supply and non-supply and emergency assistance, and programme status.
  • Communication and Networking: Ensuring effective communication and networking through partnership and collaboration. Work with Government and sectoral stakeholders to exchange information on programme implementation, status, capacity, risk mapping and preparedness.
  • Tasked with designing AFOD research strategy, conducting research; lead the monitoring and evaluation processing of programme and projects under implementation.
  • Actively contributing to the development of annual research and learning objectives that can be translated into action plans;
  • Advising on and support project evaluations formulated within a framework that demonstrates evidence based best practice whilst identifying outcomes and impact;
  • Contributing to increasing the quality and reliability of AFOD programme/project outputs to include target setting and establishing Key Performance Indicators (KPI’s).
  • Supporting and contributing to the strengthening of overall organisational capacity and develop systems to demonstrate and evidence capacity building;
  • The jobholder will also be augmenting risk management systems and processes by enhancing oversight through a greater focus on monitoring, evaluation and audits;
  • Ensuring that development results are demonstrated and communicated in ways that assure that the partner contribution and value of AFOD’s development work is recognised within the development sector and by the public.
  • Performing other relevant duties as by your immediate supervisors from time to time.

Qualifications, Skills and Experience: 

  • The applicant should preferably hold a University degree in one of the following areas: Public Health, Environmental Health Science, Public Administrative, Community Health, Social sciences, and related technical field, Masters in Public Health, Project Planning and Management, Monitoring and Evaluation or Business Administration. Training in Research methods is must.
  • At least two years’ work experience in the NGO, other development organizations, private sector or national government and field work experience in programming.
  • Previous experience of emergency programme interventions in developing countries and familiarity with the interagency Cluster approach is an added advantage.
  • Behavioural: Code of conduct as relevant to M and E work, commitment time management and ability to work for longer hours, loyalty, patience, emotional intelligence and tolerance
  • Skills: Very good report writing and presentation skills, inter-personal Communication and public relations, basic research skills and client handling.
