About Project:

ChildFund Uganda intends to implement a three year maternal, new born and child survival project in 4 sub counties in Busia District. The purpose of the project is to increase availability, access and utilization of high quality health services both at community and health facilities. This will be done by improving access and quality of ECD services and strengthening health systems both at community and health facility.

Job Summary: The Project Officer – M&E is responsible for developing and implementing the monitoring and evaluation system for ChildFund International Programmes with support from the ChildFund National Office Monitoring and Evaluation Manager. The position holder works closely with project staff and beneficiary community members to ensure that progress to impact, challenges and lessons can be learned and tracked to demonstrate a positive impact in the lives of children and targeted beneficiary communities. The Monitoring and Evaluation Officer will do all data entry on all M&E system components as per the M&E data base developed.

Key Duties and Responsibilities:  

  • Support health facility staff in monitoring maternal, newborn and child health indicators.
  • Take part in setting up a client tracking system linking health facilities and communities.
  • Actively participate in quality improvement initiatives at community and health facility level
  • Oversee the process of organizing and facilitating project performance reflection meetings.
  • Document project promising practices, case stories and project learning briefs.
  • Analyze project data on a monthly basis for performance monitoring and data-driven decision making.
  • Prepare and support timely and accurate quarterly and annual project reports for submission to the project sponsor.
  • Work in close collaboration with the Project Officer, identify key challenges and opportunities for the integration of the ECD and MNCH Projects.
  • Work in liaison with the ChildFund M&E team take lead in project evaluation surveys.
  • Lead the planned operations research activities within the project implementation sites to build evidence that displays the impact of the project.

Qualifications, Skills and Experience:

  • The ideal candidate for the ChildFund Project Officer – M&E job placement should preferably hold a Bachelor’s Degree in Statistics, Quantitative Economics and Social science with exposure to monitoring and evaluation initiatives.
  • Possession of a post Graduate Diploma in Project Planning and Management/ Monitoring and evaluation is an added advantage
  • At least two to three years’ experience in monitoring and evaluation activities for community health/ECD projects.
  • Capacity to develop and use a project logical frame work, monitoring and evaluation plans.
  • Capacity to develop work plans and write quality reports.
  • Extensive knowledge of Uganda Health Management Information system.
  • Previous experience in use of DHIS 2 is an added advantage.
  • Computer literacy skills i.e. proficiency in Microsoft office.
  • Excellent written and oral communication skills
  • Knowledge in the application of statistical computer packages such as Epi Info/SPSS/Epidata is an added advantage.
  • Ability to ride a motorcycle /Willingness to learn.
