The International Labour Organization (ILO) is a United Nations agency dealing with labour problems, particularly international labour standards, social protection, and work opportunities for all. The ILO has 187 member states: 186 of the 193 UN member states plus the Cook Islands are members of the ILO. In 1969, the organisation received the Nobel Peace Prize for improving peace among classes, pursuing decent work and justice for workers, and providing technical assistance to other developing nations.
Key Duties and Responsibilities:
- Actively contribute to the effective implementation of the project through the technical, efficient and timely execution of tasks in accordance with the policies, values and procedures of the ILO, the strategies of the project and the schedule of activities.
- Initiate, sustain and guide cooperation with key partners, in close collaboration with the National Project Coordinator, relevant ILO technical specialists to ensure the performance and results of the project and ensuring that gender is mainstreamed in planning and project implementation to achieve the desired results.
- Ensure a flow of regular and complete information on the status of the activities planned and implemented between the Project team, ILO CO Abuja and Technical Units in DWT Dakar and HQ.
- Participate in the organization of conferences, seminars, workshops, training sessions and meetings in collaboration with the technical support of experts and represent the project in various meetings as may be required.
- In collaboration with the NPC, organize and conduct technical missions in target regions, guide and advise national and international experts on site and remotely and ensure the proper and effective use of project resources.
- Assist in the monitoring and coordination of research carried out by external collaborators.
- Disseminate project information through publications and press releases and ensure good communication with all partners. Ensuring project visibility, representation during meetings related to the project with the United Nations agencies and donors, regional and national forums and conduct awareness campaigns.
- Establish and maintain strong working relations with the ILO’s tripartite constituents and other relevant stakeholders in Uganda, in particular organizations and representatives of national government concerned with child labour issues, employer and worker organizations.
- Prepare budget estimates and expenditure forecasts by analyzing and monitoring the situation of resources as compared to planned activities and making recommendations for remedial action.
- Perform other duties as assigned by the NPC & the Director of the Office as part of the implementation of the project.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations International Labour Organization (ILO) National Project Officer vacancy must hold a first level university degree in economics, social sciences, or related field
- Strong knowledge on development issues particularly in Uganda.
- At least one or two years of experience in project management, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
- Work experience in the field of labor law and/or human rights or a relevant field at national level.
- Languages: Excellent command of English.
Competencies
- Proven ability to manage teams including personnel management and remote capacity project management proved (project planning and management of financial and monitoring procedures).
- Ability to establish and maintain relationships and negotiate with government officials, representative(s) of civil society, representatives of workers ‘and employers’ organizations and academics.
- Ability to lead work teams to the achievement of objectives and results.
- Knowledge of the ILO regulations and procedures of system and / or the United Nations would be an asset.
- Excellent ability to time management and good organizational skills.
- Demonstrated ability to incorporate gender analysis in the implementation of the project.
- Ability to work under pressure and meet deadlines.
- Ability to write reports on the organization’s strategy in the field of Child Labour protection and employment generated by employment-intensive investment or for the implementation of the project.
- Good knowledge of methods of monitoring and evaluation.
- Good knowledge of common office tools (Word, Excel, PowerPoint) and communication (internet and email).
- Proven experience of drafting research reports.
