Job Summary: The Grant Accountant – Right to Grow will work closely with the Senior Grants Finance Officer, Regional Finance Officer and Cluster Accountants to ensure budget monitoring, accurate, and timely preparation of monthly financial reports. The position holder plays a key role in generation of donor financial reports per donor templates. The incumbent will assist with budget development & internal controls including risk mitigation, monitoring compliance to donor guidelines, prevention of fraud among others.

Key Duties and Responsibilities:  

Project financial management

  • Prepare, implement and monitor a consolidated and Sub-cost Annual Project Budget, make monthly and quarterly budgetary analysis;
  • Prepare and review financial vouchers, and allocate costs to all cost centres relating to key financial transactions.
  • Carry out daily payments of cash and cheques/Mobile money systems to the respective payees and make weekly and monthly reviews of the cash operations balances and make necessary observations to confirm they are within the budgeted and Donor requirements
  • Prepare and update all necessary books of accounts and ledgers such as the petty cash book, income/receipt book, cheque registers and cash flow forecasts, Procurements and Assets Registers in line with WVU financial manual.

Financial reporting

  • Prepare and submit timely, accurate and complete grants financial reports to internal and external users/donors.
  • Prepare analysis of grant expenditure for management action to help in monitoring the burn rate of various grants.
  • Ensure grants/projects reports are discussed with the project team within the required time schedule.
  • Ensure that projects annual budgets are posted in SUN6 for grants handled
  • Work on other assignments as may be assignee by the Snr Grants Finance Officer/Cluster Accountant/RFO from time to time
  • Load grants reports in FFR database
  • Review and where necessary provide appropriate expense codes for accurate posting of expenses.
  • Support and participate in year- end processes
  • Attend program technical meetings and give feedback and updates on financial aspect of the assigned grants/Projects.

Risk mitigation and monitoring

  • Take lead in Grants/project donor spot checks
  • Facilitate internal and external audits ensuring any Audit recommendation affecting area of responsibility are cleared within 90days after issuance of audit report (both internal & external)
  • Play active role in maintenance of internal controls by ensuring laid down procedures are followed and Zero tolerance to Fraud is adhered to.
  • Ensure all financial documents are filed and files are available for audit or on request
  • Ensure good storage of financial reports and records in line with the World Vision Uganda and donor requirements
  • Carry out routine field visits to ascertain value for money and items reaching correct beneficiaries as well as ensuring 100% submission of Labour Distribution Reports (LDRs) for employees that are assigned to the grant.
  • Carry out Bank / Project Financial dealings, which involve cash withdrawals, deposits, Statements and transfers to Community in accordance to WVU and the Donor requirements.

 

Qualifications, Skills and Experience:

  • The ideal applicant for the World Vision Grant Accountant – Right to Grow job must hold a University education with a major in Accounting and part qualification in A.C.C.A, CPA or CIMA or equivalent.
  • A minimum of three years’ post qualification experience in a recognised International NGO.
  • Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.
  • Extensive Computer knowledge in Microsoft Excel, Word, PowerPoint, SUN Accounting and Access is required.
  • Report writing skills (Financial report),
  • Working under minimum supervision,
  • Computer Literacy (Especially MSO Excel, SUN systems)
  • Must have good interpersonal skills.
  • Must be a team builder, who works successfully in a multicultural environment.
  • A high level of integrity is required

  • The position requires ability and willingness to travel domestically to the districts where the project is implemented up to 60% of the time
