Job Summary: The Grants and Contracts Specialist has primary responsibility for Assisting in allocating, tracking, and reporting on both international and domestic donor funds. Responsibilities include managing administrative details of grants, managing the donor database, tracking the activities of current grants, working with program staff in preparing reports and budgets, and providing an interface with the Finance directorate regarding grant budgets and financial reporting.
Key Duties and Responsibilities:
Provide technical assistance to CBOs and other community structures
- Work closely with the grants team to develop the risk register for all the grantees and develop a monitoring tool and provided recommendations for a mechanism to mitigate these risks.
- Prepare partner disbursement requests in line with partner funding agreements.
- Ensured that the activities of the grant are executed in accordance with the donor rules and regulations and in accordance with the generally accepted accounting principles.
- Respond to ad hoc issues in post-contract management and support project managers in addressing any financial issues relating to the grant portfolio
- Prepare partner’s financial projections for the upcoming period.
Partnership management
- Carry out partner financial pre-award assessments in line with Baylor Uganda partnership policies for all the sub-grantees and make recommendations to management on the potential partners for partnership.
- Support in preparation and reviews of potential partners’ budgets for upcoming projects and closely monitor partner burnout rates to ensure actual expenditure is in line with the approved budget.
- Prepare partner contracts/MOU’s/Agreements for partners.
- Organize monthly compliance meetings to review partners’ performance, monitoring support visits to implementing partners to identify areas of improvement through adaptive management.
- Manage contract closeout processes with implementing partners.
Capacity Building
- Carry out tailored capacity building of partner finance personnel on a regular basis depending on the financial assessment needs.
- Follow up with partners with respect to areas of improvement identified during audits and work closely with the partners in closing the issues.
- Conduct training for partners on the donor rules and regulations.
Partner Grants Reporting
- Developed a donor reporting framework that enables partners to prepare their reports and deliver them on time.
- Timely partner financial reporting and accountability by reviewing and liquidating partner’s accountabilities on a regular basis, performing checks on the bank and mobile money reconciliation, and timely payment of vendor invoices.
- Sharing the Budget Monitoring reports on a monthly basis for all partners
- Ensure that the regulatory requirements of all statutory bodies are met by partners.
Documentation
- Manage a consistent hard copy / electronic filing structure and system for financial information.
- Maintain contract files and other correspondences with partners in both hard and softcopies.
- File all financial reports and other related partner documents in an orderly manner.
- Maintain an updated partner database.
Manage and Mentor Grants Staff
- Ensure continuous support, mentorship, and capacity building to staff under my supervision to enable them to develop their skills and perform their roles effectively.
- Timely completion of performance objectives setting and reviews for the staff being supervised.
- Organise staff feedback meetings with grants staff to discuss and manage their performance.
- Plan and manage the grants staff leave so that work is not interrupted when staffs go on leave.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Economics, Accounting/ Finance, or related professional training in grant reporting, ACCA, CPA. A Master’s degree in a related field is added advantage but not a prerequisite.
- At least five years of related work experience
