About US:
Uganda AIDS Commission (UAC) was established in 1992 by an Act of Parliament (Cap 208) and is under the Office of the President of the Republic of Uganda. The Act provides for the Commission to Oversee, Plan and Coordinate AIDS Prevention and Control activities throughout Uganda.
Job Summary: The Head, ICT will provide technical leadership and guidance in the development and implementation of policies, plans, strategies and programmes that promote investment and usage of ICT for enhanced effectiveness and efficiency in implementation of the National HIV and AIDS Response.
Key Duties and Responsibilities:
- Initiate the development and monitor implementation of ICT policies, regulations and guidelines for the Commission
- Manage the implementation of the ICT roadmap aimed at enhancing operational efficiencies and strategic decision making in UAC;
- Provide technical support and guidance on all matters of procurement, utilization and maintenance of ICT hardware and software to the UAC;
- Initiate and coordinate the revision/ development of the Commission’s ICT policy, strategies and operational manuals for the national response;
- Ensure confidentiality, security and reliability of the UAC’s information system.
- Maintain and update the Management Information System (MIS) for the collection, analysis and dissemination of data within UAC;
- Plan and lobby for continuous investment and upgrade of ICT infrastructure, hardware and software, and setup of supporting network infrastructure at the headquarter and zonal offices
- Coordinate and conduct capacity building programmes for staff of UAC and partner organizations ICT policy, equipment and user applications;
- Provide technical support in UAC’s data gathering , updating and information dissemination processes on the epidemic and the response at different levels;
- Coordinate and guide the processes for knowledge management and exchange for the National HIV and AIDS Response;
- Review, design, implement and maintain sound Local Area Network and Wide Area Network systems for the Commission;
- Plan, budget, requisitions and accounts for the resources and performance of the ICT Unit.
Qualifications, Skills and Experience:
- The ideal candidate must hold an Honors Bachelor Degree in Information Technology or Management Information Systems, Computer Science, or Statistics/Mathematics (computer science option); Software Engineering, Bachelor of Science in Computer Engineering or its equivalent from a recognized awarding institution
- A post graduate qualification in Data Communication & Software Engineering, Information Technology, Computer Science or its equivalent from a recognized awarding institution
- At least Ten (10) years of working experience 3 of which served at a senior management position in a public or reputable private organization
- Good troubleshooting and problem solving skills
- Effective communicate skills;
- Information Systems design and development;

- Teamwork leadership and Networking;
- Knowledge management;
- Concern for quality and standards;
- Ethics and integrity.
