The Uganda Registration Services Bureau (URSB) is established as a Statutory Body under the Uganda Registration Services Bureau Act Cap. 210, Laws of Uganda 2000 Edition. The Bureau is a key player in commercial and civil registrations that facilitate private sector development and vital statistics for national planning.
Job Summary: Plans, develops, and administers records management policies designed to facilitate effective and efficient handling of URSB records and other information.
Key Duties and Responsibilities:
- Plans the development and implementation of records management policies intended to standardize filing, protecting, and retrieving records, reports, and other information contained on paper, computer program, or other media in support of URSB’s mission and strategic objectives.
- Coordinates and directs, through subordinate supervisors, activities of directorates and units involved with records management analysis, reports analysis, and supporting technical and printing services.
- Evaluates staff under his/her supervision, utilizing knowledge of principles of records and information management, administrative processes and systems, cost control, governmental recordkeeping requirements, and organizational objectives.
- Confers with other administrators to assure compliance with policies, procedures, and practices of records management program
- Develops appropriate, efficient and cost effective procedures, processes and work methods for the delivery of the records and information management services across URSB.
- Keeps abreast of developments and sector norms in registration services, and contribute to the development of policies and procedures in response to internal strategic priorities and external factors.
- Takes lead responsibility for the development, and monitoring, of the annual operating targets for the central records management function in line with the URSB’s Strategic Plan and Business Plan.
- Develops, Monitors and implement the Central records management budget.
- Manages and supervises day to day operations of the central records management, provides leadership, initiates and implements work plans
- Maximises the effectiveness of the administration in the records management function by developing and deploying the use of IT systems to maximise service and efficiency.
- Supervises all operations of central registry, appraise staff and manage the performance and development of staff in line with the Human Resource Regulations.
- Performs any other duties that may be assigned from time to time.
Qualifications, Skills and Experience:
- An Honours degree in Library Information Science, Records and Archive Management.
- A Master’s Degree preferably in Business Administration is an added advantage.
- A Minimum of at least six (6) years relevant working experience in a reputable public or private organisation, three (3) of which at a managerial level.
- Knowledge of relevant legislation relating to registration duties.
- Knowledge in using electronic records management systems
- Ability to work independently
- Leadership, Good interpersonal, analytical, mentoring and communication skills.
- Ability to liaise and network with other Directorates/units.
- Ability to effectively motivate and lead others/Teamwork skills
