Job Summary: The Human Resource (HR) Officer is responsible for the provision of effective Human Resource (HR) management support in War Child Canada, Uganda, country program and offices, ensuring that War Child Canada organizational and Uganda Human Resource (HR) policies, regulations and procedures, as well as relevant national labor legislation are fully complied with. The Human Resources (HR) Officer is responsible to assist the Human Resource (HR) Manager in the effective management and development of the human resource function of War Child Canada, Uganda. This include recruitment and selection; management of employment contracts; compensation and benefit including payroll management; annual performance review processes; employee relations; learning and development; annual leave management; and HR policy and systems management, in compliance with War Child Canada HR policies, procedures and systems.

Key Duties and Responsibilities:  

Policy, Systems and Management Information:

  • Be familiar with and maintain up-to-date knowledge of War Child Canada organizational and Uganda Human Resource (HR) policies, regulations and procedures, as well as the Ugandan national labor law and legal statutory requirements.
  • Assist the Human Resource (HR) Manager in the roll-out, implementation and review of War Child Canada Human Resource (HR) policies, regulations, and procedures, including staff training and orientation on WCC Child Protection Policy, Code of Conduct, Anti-Harassment and Discrimination Policy, across War Child Canada offices, programs and operations in Uganda.
  • In consultation with the Human Resource (HR) Manager, develop and maintain sound working relationships and networking with relevant government departments, partners and other external stakeholders over matters related to Human Resource (HR) management and development.
  • Assist the Human Resource (HR) Manager in maintaining up-to-date personnel data, records and files in War Child Canada Uganda country office, both in hard and electronic copies, ensuring data protection and confidentiality.
  • Be responsible for maintaining an up-to-date staff leave of absence system, including annual leave plans and records, ensuring that leave schedules are coordinated and authorized by the respective line managers in order to avoid disruption to the country programs and operations.

Recruitment and Selection:

  • Assist the Human Resource (HR) Manager in developing Job Descriptions for new positions, drafting and placing job postings, receiving job applications, short-listing of candidates, drafting interview questions, coordinating interviews, conducting reference checks, and issuing offers to selected candidates.
  • Assist the Human Resource (HR) Manager in planning and facilitating staff orientation and onboarding processes for new employees.

Human Resource (HR) Management:

  • In consultation with the Human Resource (HR) Manager, provide adequate and timely support and expert advice to line managers and staff on matters related to Human Resource (HR) management and development, ensuring effective communication and timely response to HR related queries.
  • In consultation with the Human Resource (HR) Manager, be responsible for ensuring that up-to-date employment contracts, and other documents related to the terms and conditions of employment, are maintained for all War Child Canada, Uganda, staff in accordance with War Child Canada Human Resource (HR) policies, regulations and procedures, and in compliance with the Ugandan national labor law and regulations.
  • Assist line managers and the Human Resource (HR) Manager in ensuring that up-to-date Job Descriptions are in place, and issued to staff, at all levels across War Child Canada, Uganda, offices, programs and operations.
  • Work in close consultation with the Human Resource (HR) Manager, be responsible for handling end of staff employment processes (due to resignation, termination or end of contract), including completing all necessary exist documentation, hand¬over of WCC items, clearance, and exit interviews.
  • In consultation with line managers, be responsible for providing necessary support, follow-up and ensuring the completion and timely submission of monthly time sheets by staff, particularly for positions with costs shared by different donor funded projects, in accordance with War Child Canada policy and procedure.
  • Develop and maintain a positive work relationship, culture and environment, high performance, creativity as well as effective communication and positive team work across War Child Canada Uganda offices, programs and operations.
  • Support and actively contribute towards the promotion of War Child Canada Core Values and Code of Conduct across War Child Canada offices, programs and operations in Uganda.

Financial Management and Compensation/Benefits Administration:

  • Working with the Human Resource (HR) Manager and Finance and Admin Manager (FAM), be responsible for timely and accurate preparation of monthly staff payroll for approval by HR Manager, FAM and Country Director, and timely disbursement of salaries and other entitlements to all War Child Canada Uganda staff members.
  • Assist the Human Resource (HR) Manager in handling staff welfare matters including health and medical coverage.

Other Duties:

  • Undertake other appropriate level duties as defined by the Human Resource (HR) Manager or by the Country Director (CD) from time to time.
  • Represent War Child Canada in external Human Resource and related forums, networks and working groups as required and defined by the Human Resource (HR) Manager or the Country Director (CD).
  • Deputize for the Human Resource (HR) Manager as required.

Qualifications, Skills and Experience: 

  • The applicant for the War Child Canada Human Resource (HR) Officer job placement must hold a first degree or equivalent level of qualification in Human Resource Management or related field.
  • Three years of work experience in Human Resource (HR) management including recruitment, employee relations, HR administration and staff development.
  • Experience of monthly payroll preparation.
  • Demonstrated knowledge and experience of working with the Ugandan labor law and statutory regulations.
  • Experience of developing and delivering learning and development initiatives.
  • Understanding and practical experience of matrix management.
  • Experience of developing and using Human Resources (HR) information systems and running a range of reports.
  • Strong understanding and commitment to data protection, and equality and diversity issues.
  • Strong organizational skills with the ability to simultaneously manage multiple tasks and meeting deadlines.
  • Ability to manage time and tight schedules, working effectively under pressure.
  • Ability to train, coach and mentor others in Human Resource (HR) management matters.
  • Excellent analytical, strategic thinking and problem solving skills and abilities.
  • Proven ability of identifying and analyzing Human Resource (HR) management risks and taking proactive actions.
  • Ability to work well with diverse teams from all backgrounds and levels.
  • Excellent interpersonal, communication and facilitation skills.
  • Excellent command of English (verbal and written) with the ability to produce high quality reports and communications.
  • Willingness and ability to travel outside Kampala.
  • Affinity with War Child Canada’s mandate.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Creative, energetic, adaptable and flexible.
  • Stress-resilient to be able to cope with deadlines and complex problems.
