The AIDS Support Organization (TASO Uganda), is an Organisation contributing to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease.

About the Project:

The AIDS Support Organization (TASO Uganda), was founded to contribute to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. TASO is implementing various projects funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the Center for Disease Control and Prevention (CDC), United States Agency for International Development (USAID) and the Global Fund in partnership with various Implementing Partners to support the Government of Uganda accelerate epidemic control and the attainment of the UNAIDS 95 95 95 goals.

Job Summary:  The Human Resources and Operations Officer will develop and administer all human resource initiatives and provide HR support to all departments at Center of Excellency.

Key Duties and Responsibilities: 

  • Conduct orientation & induction of all new staff and those on placement
  • Review staff appraisals conduct Training Needs Assessment of staff to be trained
  • Guide staff development committee on training policy and develop periodic training schedules for all staff
  • Provide guidance and interpretation of policies/procedures to all staff at units to reduce legal risks and maintain regulatory compliance
  • Disseminate, and where necessary interpret human resource policies and regulations to staff
  • Monitor the staffing situation by reviewing staff levels, identify staff gaps, and compile data on vacancies and other inadequacies
  • Work hand in hand with the directorate of HRA to bridge the existing gaps through recruitment, training & Development
  • Maintain employee relations by being the focal person for all staff regarding HR matters.
  • Offer technical advice on acquisition, retention & separation of staff at centers.
  • Monitor expiry of staff contracts, and make arrangements to keep them valid
  • Provide for staff welfare, including health and safety
  • Develop and maintain HR Systems that meet TASO personnel information needs
  • Coordinate staff appraisals, trainings and manage staff leave schedules
  • In-put data in HRIS and make it operational to produce reports for strategic decisions.
  • Maintain human resource records, including the computerized data package
  • Provide the human resource information necessary for the remuneration of staff
  • Carry out audits of staff files, and take measures to keep them up-to-date
  • Manage center correspondences, prepare documents & distribute them as required
  • Receive, sort documents/mails, other deliveries & send them to appropriate officers for action
  • Maintain appointment schedule for the Centre Program Manager
  • Draft & type correspondence & other official documents as instructed by Manager
  • Maintain an updated directory of staff and stake holder’s contacts
  • Maintain an up to date advocacy database including partnerships, visitors & subscriber membership
  • Follow up subscriptions to partners & analyze TASO’s membership drive
  • Compile clients & stake holder’s advocacy issues & present them to the team for action
  • Solicit articles for the TASO website & media, organize for exhibitions at public events that promote TASO’S mission
  • Effectively deal with queries from the public / customers and maintain a good front office appearance
  • Develop, manage and disseminate public relations materials
  • Encourage user departments fill and do the necessary documentations i.e. purchase requests with desired specifications in ample time to avoid crisis
  • Ensure that all procurements are competitively bided with best prices, acceptable quality and manage timely settlement due payments to suppliers Manage timely payment of utility bills
  • Establish and maintain a proper filing system
  • Plan for meetings/workshops in the Centre and participate in the Continuous Professional Educations (CPEs)
  • Take and disseminate minutes during various center meetings
  • Prepare and submit periodic Reports as required

  • Staff capacity development programs including orientation of new staff coordinated
  • HR Policies & Procedures maintained and administered
  • Employee assistance and maintain adequate staffing offered
  • HR systems including Performance Management maintained
  • Proper filing system maintained and necessary HROO center reports compiled
  • Advocacy & networking activities for the center carried out
  • Public Relations activities for the center conducted
  • Centre procurements in line with the approved annual procurement plan and Procurement Policy coordinated
  • Support to District Health units provided
  • Secretarial services to the center provided

 

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in Human Resource Management, Organizational Psychology, SWASA or Social Sciences, plus a Postgraduate Diploma in Human Resource Management.

  • At least four years of experience in the provision of human resource services.
  • Special Knowledge: Knowledge of Uganda Labour Laws, Procurement procedures and grievance management is desired.
