The Project
HI Uganda Mission with funding from Directorate-General for Development Cooperation and Humanitarian Aid (DGD), is going to implement the BAHIA project (Agile response by the Belgian Alliance for Humanitarian International Action to control the spread of COVID-19 and mitigate its multi-dimensional effects on humanitarian crisis) in West-Nile settlements of Imvepi and omugo extension. BAHIA is a consortia project comprising of 7 organisations of OXFAM which is the lead, PLAN, Belgian Red Cross/Flanders RC, MDM, Caritas, HI
BAHIA will contribute to the preparedness and response to the primary and secondary impacts of COVID-19 by promoting public health and supporting the protection of vulnerable populations from contamination to COVID-19 as well as increased protection risks while restoring their dignity and capacity to meet their basic needs
- Contain the spread of the COVID-19 pandemic through strengthened prevention and response capacities of communities, local and international actors;
- Preserve the ability of the most vulnerable and affected people to meet the additional food consumption and other basic needs caused by the pandemic, through their productive activities and access to social safety nets and humanitarian assistance.
- Vulnerable affected communities have equal access to essential services and the most vulnerable people put in place mechanisms for protection and resilience in the face of distress and/or risk of violence and abuse.
The technical sectors of intervention will include; public health, MHPSS, WASH, cash based intervention and community based response.
Job Summary: The Inclusive WASH Officer will ensure effective planning and successful implementation and supervision of WASH interventions in HI’s areas of operation. This will involve working with our Monitoring, Evaluation, Accountability and Learning
(MEAL) team to identify and assess the key needs of WASH facilities and collaborating with program staff, local authorities and communities to support WASH interventions. The position contributes to improving the health of the vulnerable population by ensuring access to safe water, sanitation and adoption of appropriate hygiene behaviors
Key Duties and Responsibilities:
Under the supervision of the HI’s BAHIA Project Manager and in coordination with the Consortium Management Unit and the technical support of the HI Technical Unit, Inclusive WASH Officer will;
Program Implementation
- Overall planning, coordination, implementation, evaluation and proposes recommendations on WATSAN component.
- Work with the Project Teams, community structures and local authorities on improved management and sustainability of WASH infrastructure.
- Conduct field level monitoring of usage and maintenance of existing WASH facilities to ensure their functionality.
- Lead and work with counterparts (Sub County Officials and partners) in identification, mobilization and sensitization of target communities to participate in WASH activities.
- Lead and work with counterparts and partners (Health Assistant/CDO, community and cultural leaders), in the Hygiene and Sanitation promotion activities in target communities
- Implement hygiene promotion activities in HI’s operation zone to ensure adaptation of hand washing practice among the project participants and community
- Conduct basic trainings and refresher trainings to the Community Based Hygiene and Sanitation Promotion structures e.g. Village Health Teams, Water Source Committees etc.
- Assess the none-functional water facilities in the project area to establish magnitude of damage, identify the spare parts required and execute necessary remedial actions.
- Coordination and Collaboration
- Co-ordinate and network with the relevant Local Governments, OPM and UNHCR as well as build relationships with other agencies, NGOs and CBOs working in the Project areas
- Provide technical support and assistance to WASH activities in all BAHIA project operational zones.
Monitoring & Reporting
- Provide regular reports on hygiene and sanitation activities and project progress against work plan targets and program activities.
- Maintain an up to-date activity tracking tool (soft copies and hard copies) of all hygiene and sanitation related
- Timely develop weekly, monthly and Quarterly implementation plans and reports on WASH activities in the project implementation sites
- Develop monitoring tools in liaison with the URCS M&E officer and ensure they are used and indicators therein
- Identify and document significant change stories that arise from HI WASH interventions.
Respect HI identity , rules, and policies
- Promote HI’s protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to the line manager any non-respect of HI’s policies amongst the teams or partners.
- Observe at all times strict commitment to HI’s Security & Safety regulations as per procedures in place at mission level.
Qualifications, Skills and Experience:
- The applicant must hold a Water Engineering or Water Resource Management, Public health or relevant technical qualification
- At least three years of experience with a non-profit, non-governmental organization in refugee operation set up.
- Experience with disability Inclusion projects or related experience
- Excellent experience with Microsoft Excel, including use of formulas and pivot tables and strong skills with Microsoft Word.
- Excellent English communication skills.
- Ability to exercise sound judgment and make decisions independently.
- Demonstrate excellent interpersonal skills and the ability to be a strong team player.
- High levels of honesty and integrity
Condition
Starting Date: December 2021
Length of contract: up to 31st May 2022
