About US:

Shared Action Africa targets refugee populations and host communities under its integrated family planning project implemented in Nakivale Refugee Settlement in Isingiro District in Uganda. The settlement hosts over 140,000 Refuges from Democratic Republic of Congo, Burundi, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, and South Sudan. The project aims at improving access to modern short-term, long-term and permanent family planning methods for and men of reproductive age in Nakivale refugee settlement and host communities in Isingiro district in Uganda. To achieve its objectives, the project will collaborate with, peer agencies, health facilities and community-based organizations that provide complementary services (financial and energy) to improve access family planning and cervical cancer screening services by refugee populations and host communities in Nakivale and Oruchinga Refugee Settlements.

 

Job Summary:   Shared Action Africa is looking for an energetic Monitoring and Evaluation Officer to provide technical assistance and strategic oversight in the field in collecting and managing data. The M&E Officer will play an important role in project management and will build capacity in performance and impact measurement within the organization. The M&E Officer will be based in Nakivale and Oruchinga Refugee Settlements. The M&E Officer reports will report to both the CEO and Finance and Operations Director on programming and M&E technical issues.

 

Key Duties and Responsibilities: The Monitoring and Evaluation (M&E) Officer will be responsible for coordination and implementation of the monitoring and evaluation, research, and learning framework of all SAA projects in the refugee settlements. He/she will oversee the development and implementation of the monitoring and evaluation framework to improve the qualitative and quantitative evidence gathered by the projects. He/she will also provide technical assistance to the project partners, particularly in relation to monitoring and reporting issues.

Result 1. Planning The M&E Officer will developing strong M&E systems by facilitating the input of project staff, partners and other stakeholders in project design and measurement activities. Responsibilities include.

  • Providing expertise in M&E planning and methodology
  • Participating in and providing support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks, Log Frames)
  • Developing a Monitoring and Evaluation plan
  • Helping determine performance and impact indicators and targets
  • Developing Activity Tracking Table and Indicator Tracking Table
  • Providing support in proposal development, including development of M&E components.

Result 2. Day to Day Monitoring and Evaluation Activities  The M&E Officer will oversee tracking and updating M&E data as well as ensuring the data is of the best quality possible. Responsibilities include:

  • Implementing monitoring systems and designing monitoring tools
  • Developing data collection tools
  • Monitoring project activities, outputs, and progress towards anticipated results
  • Working with data platforms, databases and select technologies to capture and organize data
  • Training field staff in monitoring and evaluation processes and providing ongoing coaching
  • Conducting or providing support to data quality assessments

Result 3. Analysis and Reporting

  • Once the M&E system has been implemented and data collection processes established, the M&E Officer will oversee analysis and reporting of data. Responsibilities include:
  • Determining data analysis procedures and use of quantitative or qualitative analysis tools.
  • Cleaning, sorting, categorizing, and organizing data
  • Analyzing quantitative and/or qualitative data
  • Summarizing findings
  • Developing weekly, monthly, quarterly, or annual reports depending on project requirements
  • Disseminating evaluation findings and project results to donors and other stakeholders

Result 4: Evaluation of Special Studies The M&E Officer will be involved in special studies or evaluations which may be conducted by the M&E professional and project staff in the case of an internal evaluation or with the assistance of external evaluation consultants in the case of final or impact evaluations depending on donor requirements and resources. Responsibilities of the M&E professional include:

  • Conducting program analysis or special studies
  • Supporting or leading evaluation teams
  • Managing external evaluation consultants and draft scopes of work

Result 5: Knowledge Management The M&E Officer will oversee knowledge management processes within the organization. Responsibilities include:

  • Contributing to institutional learning processes
  • Convening communities of practice and other organizational learning practices
  • Tracking best practices in monitoring and evaluation

Result 6: Coordination and Representation The M&E Officer will represent the Organization in coordination meetings and other activities to which the organization is invited to participate in. Responsibilities include.

  • Initiate and strengthen relationships with key implementing partner staff, the Office of the Prime Minister, and other strategic partners to ensure that the organization and its programs have visibility in the refugee settlements
  • Develop and strengthen relationships with development organizations and consult them on development related issues and activities in the refugee settlements.
  • Attend District Coordination meetings for Implementing Partners (IPs) in the settlements.

Result 7: Any other duties assigned

Qualifications, Skills and Experience:

  • Degree level education or equivalent experience, with post graduate qualifications in Monitoring and Evaluation.
  • Experience in Monitoring, Evaluation and Learning (5 years’ experience)
  • Experience of developing Monitoring, Evaluation and Learning systems and tools for projects and programs.
  • Experience leading others to understand and undertake MEL work.
  • Experience of community development, particularly in the field of women’s economic empowerment, public health, and Climate Change programming.
  • Experience commissioning evaluations / research
  • Experience of matrix management
  • Understanding of good practice and recent thinking in Monitoring, Evaluation and Learning
  • Knowledge of the project cycle
  • Skills to train, mentor, and coach non-specialists to understand and strengthen monitoring and evaluation in their work.
  • Demonstrable analytical skills
  • Excellent written and verbal communication skills.
  • Good interpersonal skills and the ability to work with senior staff.
  • Good Word, Excel, and IT skills.
  • Commitment to SAA’s approach, and values
  • Excellent organizational and administrative skills.
  • The ability to respond flexibly
