Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
Job Summary: Under the leadership of the Well Control Manager of D&C department, provide support and participate in overall safety management of the drilling and completion operations.
Key Duties and Responsibilities:
- Supervise and audit D&C contractors and 3rd Party vendors on compliance with CNOOC Uganda Limited’s safety management systems, industrial standards, Ugandan laws and regulations during the drilling, completion and workover operations, rig moves, drilling waste transportation and treatment.
- Participate in evaluation and tracking of contractor HSE reports on a weekly, monthly, quarterly and annual basis.
- Implement routine HSE inspections and track all findings which will ensure continuous improvement during hazard identification and rectification.
- Conduct safety training, safety alert sharing, etc. for the D&C contractors to ensure understanding of the CNOOC Uganda Limited’s safety management systems and lessons learnt.
- Organize or participate in various on-site emergency drills and perform emergency response-related responsibilities.
- Participate in safety incident/accident investigations through root cause analysis and prepare accident reports in a timely manner.
- Supervise high-risk operations (i.e. critical lifting, confined space entry, etc.).
- Participate in safety meetings or TBT before the contractor’s high-risk operations and review related PTW/JSA.
- Communicate and coordinate with the CNOOC Uganda Limited relevant departments on issues related to onsite HSE management;
- Perform other duties assigned by the HSE Supervisor or well control Manager.
Qualifications, Skills and Experience:
- Bachelor’s degree or above. Preferably, major in oil and gas safety management or related.
- Education or Training Certificates related to on-site experience.
- At least 4 years’ experience in HSE-related activities in the petroleum industry
- Extensive knowledge of international HSE Management Systems such as ISO, OSHA, etc.
- Knowledge of the HSE-related laws and regulations of Uganda.
- Understanding of the petroleum industry HSE standards and procedures such as API, etc.
- Excellent organizational, negotiation and communication skills.
- Excellent analyzing and problem-solving ability.
- Proficient in all Microsoft Applications.
- Good command of both written and spoken English.
- Excellent team player.
- Highly motivated and achievement-oriented.
