Job Title: Program Manager

Job Purpose:
To provide overall leadership in the execution of project activities in close collaboration with the district leaders, Civil Society Organizations, International and local partners, Authorities and other service providers.
Performance Areas /Accountabilities
Planning and Strategies
Key Responsibilities
• Prepares quarterly work plans and cash flow projections for the program department Project implementation and reporting
• Ensures all projects are implemented according to approved work plans and budgets.
• Prepare and submit quality financial and narrative project reports in a timely manner based on reporting schedules.
• Coordination with outside partners
• Represent A4HU in all related meetings at the district and national level as may be assigned.
• Submits periodic reports to donors and partners.
• Monitoring and Evaluation
• Conduct regular monitoring of activity implementation in the field.
• Coordinate all project-related evaluation activities and prepare reports.
• Establish and implement a comprehensive organisational M&E plan and knowledge management system to enhance impact monitoring, quality control and evaluation to improve internal processes and results in delivery.
• Support programs in designing and conducting baseline surveys, mid-term evaluations, specialised studies and final evaluations.
• In coordination with the program unit, develop a system to ensure that program planning, including inputs and targets, are aligned with the overall program log frames.
• Provide support for annual reviews and reflections with implementing staff and communities and analyse data trends toward objectives achievement.
• Budgeting and Budgetary Control
• Prepare project cash flow projections.
• Review project activity concept notes and financial requisitions before submission to finance for payment.
• Reviews all accountabilities and approves them before they are presented to the finance office.
• Track the budget and ensures all expenses are within budget and correctly accounted for.
• Support project staff in preparing monthly financial reports.
• Management and Training of Staff
• Supervise the Project Officers according to the HR Policy and Project Plans.
• Implement staff capacity-building activities at the project’s start and conduct performance appraisals per schedule.
• Communications and Knowledge management
• Ensures efficient communication with the project stakeholders, partners and head office.
• Resource mobilisation
• Lead in resource mobilisation and fundraising activities of the organisation.
• Maintain networks and collaborations with donors and partners for resource mobilisation.
• Responsibility for assigned ad-hoc duties
• Performs any other duties that the immediate supervisor may from time to time assign.
Qualifications/ Requirements:
• A Master’s in Project Planning and Management or other related disciplines.
• A Bachelor’s Degree in Social Sciences, Gender Studies, Project Management or other related disciplines.
• Post-Graduate Diploma in Project Planning and Management or other related disciplines.
• Competence in computer skills is a must (Ms Word and Ms Excel).
• A minimum of five (5) years of experience in a similar position.
• Experience in managing a project budget successfully.
• Fluent in oral and written English.
