Background and Purpose

The main purpose of the assignment is to engage a consultant to manage the learning agenda (pilot) at country end for implementing Health Facility Solar Electrification (HFSE) through Cold Chain Equipment optimization platform (CCEOP) of GAVI. The implementation of the HFSE project will be led by UNICEF under the HFSE Learning Agenda initiative by GAVI, UNICEF and WHO. HFSE provides health facilities with reliable and sustainable electricity, enabling improved performance for both routine and lifesaving health services for hard-to-reach children and communities.

 

Job Summary:  HFSE is a growing priority, and a critical step for strengthening Primary Health Care (PHC) infrastructure to attain the objectives outlined in the Sustainable Development Goals (SDGs), including Goals 3, 7, 11, and 13.

The HFSE Learning Agenda is being implemented in the following countries: Ethiopia, Pakistan, Uganda, and Zambia. Therefore, UNICEF Country Offices seek to hire 1 qualified Health Facility Solar Electrification (HFSE) Project Specialist Consultant for each of the above-mentioned countries.

 

The national consultant will be based in Uganda to manage HFSE Learning Agenda project for the country, focusing on designing, planning, implementing, and monitoring workplans to deliver HFSE project. Specifically, the consultant will manage the section’s project to solarize PHC facilities end-to-end in prioritized geographic areas. The consultant will report directly to the Health Specialist/Immunization UCO and Supply and Logistics Manager UCO and will work closely with the HFSE working group.

 

Objectives

The major aim of the HFSE Pilot implementation through CCEOP is to learn and establish the processes of integrating solarization of health facilities for basic and reliable electricity to power cold chain refrigerators within the CCEOP platform, medical equipment, and basic lighting at primary healthcare facilities. Through the HFSE Learning Agenda, UNICEF, GAVI and WHO Alliance is looking to establish a working model that can be scaled up by the government and other donors for expansion to all the health facilities in need in the country. The consultant will support UNICEF Uganda country office (CO) in HFSE work aimed at strengthening the Primary Health Care by conducting the activities below: –

 

Specific objectives:

  • Stakeholder mapping and coordination with Ministry of Health, Ministry of Energy and any other relevant agency involved in solarization of health facilities.
  • Report the progress of project and key decisions with project management team (PMT++)
  • Management of the HFSE site assessment initiative which involves setting up an expanded Project Management Team (PMT++), initiating the process of site selection, commencing the assessment and preparation of the Operational Deployment Plan (ODP) within the country.
  • Finalization of the design of solar system for all the health facilities and preparation of Operational Deployment Plan (ODP++) for procurement.
  • Guide the Health-Energy Ecosystem Analysis conducted by CHAI/SELCO foundation in the country.
  • Select and develop the budgets for the most suitable Operation & Maintenance (O&M) model and its implementation.
  • Track, Inspect and monitor service provider installations for quality assurance and providing feedback to Supply Division
  • Build the capacity of the national partners and Ministry of Health.
  • Monitor project impact.
  • Knowledge management

 

Qualifications, Skills and Experience:

To qualify as an advocate for every child you will have…

  • Relevant master’s degree in Renewable Energy and any other relevant disciplines
  • Bachelor’s degree in engineering – preferably electrical/civil/Renewable Energy/
  • Five years of working experience in renewable energy sector at national or international level
  • Experience in setting up/repair/maintenance of renewable energy equipment.
  • Working experience in project management in development sector focusing on cold chain equipment and solar energy solutions deployment.
  • Experience of coordination with MoE, MoH, energy-health stakeholders
  • Knowledge of solar PV equipment compliance standards and certification.
  • Experience with site data collection, monitoring, and database management.
  • Knowledge of energy efficiency and energy conservation concepts.
  • Working experience with cold chain logistics and immunization program
  • Language skills:
  • Excellent written and verbal communication in English is required. Knowledge of the local language is considered as an asset.
