BACKGROUND

Kabale University is located on Kikungiri Hill in Kabale Municipality, about 2 kilometres off Kabale–Katuna-Kigali Highway. The University was established as a not-for-profit community institution in 2002. Presently, Kabale students come from all parts of Uganda, Kenya, Tanzania, Rwanda, Burundi, DRC Congo, and Sudan.

Kabale University has recently been transformed from a private into a public University.

Statutory Instruments 2015 No. 36 of 16th July 2015 formally established Kabale University as a Public University under The Universities and Other Tertiary Institutions Act (2001) (amended 2003 and 2006). Prior to the change in its legal status, Kabale University had registered many achievements, culminating in the grant of a Charter – Charter Certificate No. UI.CH.008 dated

29th September 2014.

Kabale University is therefore a unique institution, enjoying the status of being the first ever institution of its kind in Uganda, to metamorphose from private to public – and having been granted a Charter – the last stage of accreditation by the Uganda National Council for Higher Education.

Kabale University has great potential. It is now at a stage where it is clear that many opportunities are at hand, having laid a strong foundation and in view of the expected benefits arising from its new legal status (a public and chartered institution). The location of the University offers the opportunity to link the Anglophone and Francophone parts of the Great Lakes Region not only in terms of scholarship but also as a contributor to the social and economic integration of the area.

A PhD in the relevant field with a proven wide experience in teaching, research

ADMINISTRATIVE POSITIONS

1.

Human Resource Manager

(01 post)

Job Summary: Provide professional leadership in the management and development of the Human Resource of the University and ensure availability of competent, committed and motivated human resource for the achievement of University Strategic goals and objectives.

Duties and Responsibilities;

I.Head the Unit and spearhead Human Resource Development Strategy

II.Initiate, implement and review Human Resource policy in line with the University Strategic Plan

III.Handle staff issues related to welfare including health and death.

IV. Maintain a Human Resource information system of accurate and competent staff records for improved management and decision making in line with existing Polices.

Qualifications

A Minimum of Masters degree in Human Resource Management, Social Sciences or related field.

Experience:

At least five (5) years in reputable Organisation at a Senior Supervisory Level. Working experience in Human Resource Management in a Higher Institution of Learning will be an added advantage.

2. Senior Planning Officer (01 Post)

Job Summary: To provide professional leadership in the Development, Monitoring and Evaluation of University Policies, plans and budgets in line with the University Strategic Plan and the National Development Plan.

Duties and Responsibilities;

I.Keenly analyses strategic plan options to guide the University in determining investment priorities and resources allocation.

II.Supports the academic and technical departments in determining priority interventions and costing necessary for the academic and physical development of the University

III.Provides technical guidance and support to the University departments in

planning activities and budget preparations

IV. Formulates and facilitates the implementation of the recurrent and development budgets of the University

V.The incumbent establishes, develops, reviews and maintains an appropriate system suitable for data collection, monitoring and evaluation

of the University ‘s Physical and academic development programmes and

projects

VI.

Spearheads the review of the Strategic plans

VII.

Maintains a comprehensive database on the Staff, Students and other

resources of the University

Qualifications

A minimum of a Masters degree in Economics, Statistics, Project Planning and Management, Educational Planning and related fields from a recognized Institution.

Experience

A minimum of six (6) years of working experience as a Planner/Economist/Statistician three years of which should have been at senior level in reputable Organisation

3.

Legal Officer

(01 Post)

Job summary: To provide legal advisory service to the University

Duties and Responsibilities;

I.Provide legal advisory and interpretation services to Management and Council to ensure statutory compliance with existing laws and regulatory requirements

II.Review and draft Contracts, Agreement and internal policies and ensure that they are in compliance with all statutory or legal requirements

III.Review progress of outstanding litigation and liaise with and manage external lawyers

Qualifications

Bachelors of Legal Laws (LLB) from a recognized Institution, and a Postgraduate Diploma in Legal Practice from Law Development Centre (LDC) or its equivalent.

Work Experience

At least three (3) years experience in legal practice or legal work

4.

University Librarian

01 Post

Job summary: To be responsible for the development, control, management and coordination of all library and information services of the University

Duties and responsibilities;

I.Develop and implement annual activity plans and budgets for the University Library

II.Oversee the maintenance of information resources through an effective cataloguing and classification system

III.Monitor and review the performance of the library to ensure adherence to

international standards.

IV.

Coordinate annual stock taking, and ensure

accountability of all

acquisitions in the Library

V.Develop and implement an effective knowledge organization system in order to ensure rapid access and retrieval of information

Qualification: PhD in Library and Information Science from a recognized Institution. In special circumstances a holder of Masters Degree with extensive experience in similar post may be considered.

Experience: At least five years of experience in the management of library / information resources, senior in a University/Tertiary Institution setting

5. Administrative Assistant (02 post) Duties: The successful candidate will be responsible for providing administrative support to the top University Officials, General Office Administration, Disseminating Information to various Offices and Persons, Record Keeping, Protection of Office furniture and equipment, arranging and providing secretarial services at various meetings

Qualifications: At least a Bachelors Degree in Secretarial Studies or related field from a recognized institution, plus a minimum of three years of working experience.

6. Procurement Officer (01 post)

Job summary: To assist the University in the procurement of goods, services, works and disposal of assets

Duties and Responsibilities;

I.Preparation of procurement plans for the University

II.Manage overall direction, coordination and evaluation of procurement for the University

III.Perform all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of Contracts

IV. Identify cost reduction opportunities to achieve efficiency and value for money

V. Review current processes for procurement and make recommendations where appropriate

VI. Provide periodic reporting for management on purchasing, controls and processes. Qualifications: A Masters degree in Procurement and Supply Chain Management. Possession of Chartered Institute of Purchasing and Supply (CIPS) qualification will be an added advantage

Work Experience: At Least four years of working experience in the related field in a reputable Organisation

7. Systems Administrator (01 post)

Job summary: To give technical support to the Finance and ICT Unit

Qualifications: A Bachelors degree in Business Computing, Bachelors degree in Accounting and Finance. Additional qualifications in Systems Analysis will be an added advantage.
