Job Summary:  The Livelihoods Project Officer will contribute to the successful design and implementation of livelihood project interventions in Omugo refugee Settlement in West Nile and any other area of operation for DCA when necessary.  The Officer plays a varied role in coordinating livelihood activities, including leadership of Livelihoods Assistants under the leadership of the Project Manager.

Key Duties and Responsibilities: 

  • Work closely with the Project Manager, resolve the issues and make decisions regarding criteria for identification, selection, verification and graduation of beneficiaries targeted for livelihoods assistance.
  • Contribute to proposal development based on assessments and under the direction of the project manager.
  • Engage with relevant staff to put in place a detailed implementation plan for livelihoods project.
  • Design systems and ensure accountability specifically to refugees, local communities, Office of the Prime Minister (OPM), donors and other stakeholders.
  • Overall responsibility for implementation of Livelihoods project interventions including community mobilization and ensuring that the project integrates refugee and host community approaches.
  • Closely follow up on day to day implementation of livelihood project activities and take corrective action to achieve key result indicators on livelihoods and other project targets and goals as specified in the work plan.
  • Ensure quality of project outputs through regular supervision and monitoring.
  • Ensure that the project beneficiaries i.e. refugees and host communities, are participating as equal partners in the design, monitoring and evaluation of projects.
  • Participate in the preparation of M&E plan for the livelihoods projects and ensure its implementation.
  • In collaboration with data management and monitoring and evaluation officer, put in place project field monitoring tools and project database and ensure the database is updated regularly with project information.
  • Provide timely, high quality project progress reports both for DCA internal and donor requirements
  • Collect lessons learned, best practices, cases studies and support knowledge management.

Qualifications, Skills and Experience: 

  • The ideal candidate for the DanChurchAid (DCA) Livelihoods Officer, Humanitarian Programme job should possess a Bachelor’s degree in Agriculture, Agri-business, Agricultural extension or any related field.
  • Five years of practical experience in agricultural related work.
  • Ability to demonstrate high knowledge on Village Savings and Loan Associations (VSLA) and Income Generating Activities (IGA).
  • Experience of supporting and working with farmers, small/ medium scale enterprises (SMEs) and the private sector.
  • Experience with market facilitation, supporting systemic change and promoting services directly.
  • Experience of working with cash based interventions and Mobile Monitoring Technology (MMT)
  • Experience of working in Humanitarian sector
  • Excellent communication, report writing and facilitation skills.
