About US:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of the Government’s Rural Electrification Programme.
Job Summary: The Manager, Service Territory Development Operations will oversee the Service Territories to ensure that they operate efficiently and effectively to achieve set electricity access targets.
Key Duties and Responsibilities:
- Head the department and supervise staff of the Service Territory Development Operations Department
- Ensure that the Service Providers are compliant with the provisions of the Lease Agreements and prudent utility practice
- Oversee the proper maintenance of the network facilities
- The incumbent will identify challenges and offer technical support to the Service Providers
- Implement all the initiatives for connections and ensure that targeted connections are being achieved both on-grid and off-grid within the Service Territories
- Coordinate and guide network expansion, in the service territory
- The jobholder will also represent REA in meetings convened by the Service Providers
- Oversee and provide technical backstopping to the Service Providers in areas of metering and network operations
- Ensure that the Service Providers maintain an up to date databasethat is integrated with the National Rural Electrification Database at REA
- Plan and execute mobilization activities to enhance connections in Service Territories.
- Set annual performance targets for the Service Providers.
- Prepare the annual report on the connections against the set targets and make projections for subsequent years in line with Government set goals for increasing electricity access.
Qualifications, Skills and Experience:
- The ideal candidate must hold a degree in any of the following fields: – Engineering, Economics, Finance, Business Studies and Commerce.
- Possession of a Master’s degree in Management is a must.
- The applicant should be a registered practitioner or affiliated to a recognised professional body.
- A minimum of five years’ experience at senior level of management.
- At least ten (10) years’ experience working in electricity planning, policy making, regulation or utility operation.
- Significant experience in managing complex processes and a proven track record in designing and managing projects.
- Good track record of professional and strategic leadership, highly motivated and a committed team player
- Excellent interpersonal and communication skills.
