Job Summary: The Technical Officer-Medical Logistics & Supply Chain will be responsible for review and implementation of systems and guidelines for providing pharmaceutical services in supported districts and health facilities in line with Baylor-Uganda pharmacy department’s mission and related guidelines from NDA, NMS and MoH
Key Duties and Responsibilities:
- Develop and implement quarterly districts/clusters activity work plans, procurement plans and budgets for medical logistics and supply chain activities and as well provide technical support in the functionality of district procurement committees in the in line with Baylor-Uganda medical logistics objectives and related MoH guidelines
- Maintain updated hard copy records and electronic data bases(Rx solution, RASS) for tracking of all ‘inventory and supplies’ received & stored at regional office and issued to Baylor supported HFs and monitor the update of inventory records and data bases per district in region in line with the Baylor-Uganda medical logistics department Standard Operating Procedures.
- Conduct periodic needs assessment and build technical capacity of health workers in health facilities and at districts; involved in selection, quantification, ordering/reporting, storage, distribution and use of health commodities through training, mentorship, coaching and support supervision in line with Baylor Uganda and MoH pharmaceutical SOPs
- Participate in forecasting/quantification and ordering process for each supported health facility in alignment to the national supply chain system for health commodities and distribute/redistribute buffer supplies as per facility requests in case of emergencies and NMS supply delay in line with Baylor Uganda and MoH pharmaceutical SOPs
- Perform stock spot checks in selected supported health facilities and facilitate both internal and external audits and provide all the necessary information for the effective audit as well as follow up on the audit recommendations in line with Baylor-Uganda, & MoH Pharmacy SOPs.
- Support the implementation of pharmacovigilance activities in supported health facilities and support health workers to detect, assess, understand, manage, report and prevent Adverse Drug Reactions (ADRs) to the National Pharmacovigilance Centre at the National Drug Authority (NDA) for each supported district.
- Review and monitor the implementation of periodic performance targets for buffer stock management and medical logistics supply chain then write and submit periodic reports to key stakeholders in line with Baylor-Uganda pharmacy Operating Procedures
- Develop and maintain partnerships with key stakeholders and advocate for coordinated and harmonized interventions in handling medical logistics & buffer stock management
- Carry out operational research on the areas of supply chain and logistics to guide and provide lessons to improve performance then document best work practices in HFs and promote knowledge sharing through CMEs on areas of health commodities, new developments and changes.
- Participate and monitor the implementation of the Supervision Performance Assessment Recognition Strategy (SPARS) by Medicines Management Supervisors (MMS) in Essential Medicines(EM SPARS), Antiretroviral Therapy (ART SPARS), TB (TB SPARS, Laboratory (LAB SPARS) and Pharmaceutical Financial Management (PFM) in the supported districts and health facilities in line with the national guidelines
- Prepare and submit monthly and quarterly reports to the different clusters teams and the coordinator medical logistics about supply chain system performance in districts and health facilities
Qualifications, Skills and Experience:
- The applicant must hold a Bachelors degree in Pharmacy with 2 years experience in health systems strengthening projects or Diploma in Pharmacy with a Bachelors degree in any health related field with 3 years experience in health systems strengthening projects
- Three years of related work experience
