GHC’s mission is to build bilateral institutional capacity through research, innovation, education, clinical care and responsive program implementation in Uganda and the United States.

About First Mile Community Health Program:

The First Mile Community Health Program is a partnership between Mbarara University of Science and Technology (MUST), and Massachusetts General Hospital (MGH). As a program, First Mile aims to establish MUST as a premier academic medical center focused on community-based healthcare delivery, research, and innovation.  This will build on MUST’s strong relationships with 50 community-based lower-level health facilities in Western Uganda.

Job Summary: The Monitoring and Evaluation Manager will be responsible for continued development and implementation of the monitoring and evaluation framework to encompass all major components of the First Mile Program. The M&E Manager will function under the direct supervision of the MUST First Mile Assistant Program Director, and the GHC Program Director

Key Duties and Responsibilities: 

  • Provide ongoing oversight and management of the First Mile Program performance monitoring plan, data entry and database
  • Work with the respective data managers to maintain complete and accurate databases which are secure and accessible by authorized personnel
  • Supervision of the overall project/program documentation of key process, output and outcome indicators to ensure quality source documents of clinical, educational and community data
  • Supervise project specific data managers and IT officers
  • Draw up adequate monitoring and evaluation plans for respective components of the First Mile Program in using recommended project/program indicators
  • Oversee production of monthly and quarterly program technical monitoring reports to guide project/program implementation
  • Work with the PD/Deputy PD to evaluate the outputs and outcomes of the First Mile Program annually and report in relevant meetings as required
  • Liaise with the office of the Global Health Collaborative Program Director for guidance on implementation of the program Components M&E plans
  • Be the focal person for all technical reports from the First Mile Program

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s Degree in Public Health, Monitoring and Evaluation and at-least two years of program experience in the health, social, and or community service related fields
  • Excellent verbal, interpersonal and writing skills
  • Excellent computer skills, including proficiency in Microsoft Excel, STATA and/or SAS strongly encouraged
  • A high level of organization is a must
  • Integrity in all relationships and transactions is paramount.
  • Ability to work independently, multi-task and deliver high quality work on time, accurately, efficiently, and with minimal supervision is required.
  • Candidate must have the social and cultural intelligence and flexibility to effectively engage and interact with diverse groups in Mbarara and within the GHC / MGH networks.
  • Must be willing to travel to outlying health centers in Southwest Uganda as required for program work.
