The Opportunity

UNICEF is partnering with The Rockefeller Foundation to support MoH, and work with district local government and civil society partners to assess and address main bottlenecks in health service delivery at the community level, including through strengthened community health information system, use of digital solutions, and increased capacity of health managers and frontline workers to use data.

The purpose of the project is to develop data use cases aimed at demonstrating, with practical/real-world examples of data use, analytics and insight drawn from community health interventions that are scalable and easy to adopt/embed into national community data systems and that clearly show a reduction in bottlenecks assessed for community-based interventions.

Scope of Assignment:

•             Conduct an assessment of community-based interventions delivered through the public health system to determine the key bottlenecks in the delivery and coverage of these interventions; and identify bottlenecks amendable to digital health solutions clearly stating what the bottleneck/ challenge is, the target population and proposed solution.

•             Conduct an assessment of existing community health interventions’ data collection tools and determine the kind of data generated (scope and frequency) and using existing data in DHIS2 (or other existing community health data collected by the institution or third-party institutions conforming to MoH data collections tools) assess accuracy, completeness and quality of data available and its suitability for the development of data analytics and insight generation.

•             Training of field-based users on how to interpret and use data and insights o Scaled roll-out of insights across mobile platforms (e.g., updates to mobile application interface to incorporate new insights into digital workflow).

•             Develop a framework to track progress over time including operational metrics and implementation research learning agenda

•             Incorporate M&E learnings into on-going analytics/insight generation activities and implementation activities

We seek a result-driven professional with solid experience in planning, implementation, and evaluation of community health interventions to join the consortium as an M&E officer.  The ideal candidate is highly analytical, passionate about data, detail-oriented, a problem solver, and a multi-tasker. Preference will be given to candidates with prior experience in conducting bottleneck analysis for health systems. As the M&E officer, you will work across teams to lead the design of evaluation concepts, study tools, data collection, analysis, and reporting. Your insights and recommendations will inform the decision-making on the next steps of the project. The role will be based in Kampala with frequent travel to iCOHS project districts.

Reports to: Manager, Research, Monitoring and Evaluation (RME)

Job purpose

This position is responsible for leading the development of evaluation concepts, study tools, data collection, generating insights by analyzing project data and tracking progress against activities. The role holder is also responsible for coordinating the iCOHS project research work while liaising with other project teams to ensure that research work is smoothly undertaken and writing project report.

Key Duties / Functions

Data Analysis

1. Participating in the development and maintenance of databases to capture relevant project data.

2. Monitoring and preparing reports on our impact KPIs, including data analysis and insights

3. Supporting analysis and internal and external reporting of the project progress and findings

4. Supporting analytics projects across the Consortium partners

5. Conducting any other analyses as may be deemed necessary by the RME Manager under the project

Reporting

1. Supporting analysis (internal and external) reporting of the project activities

2. Creating visual and written collateral to communicate impact data to internal and external stakeholders.

3. Document lessons learned from the project to inform implementation, as well as for knowledge sharing with the broader health practitioner community

Research

1.  Development of data collection instruments; field data collection, entry, cleaning, and analysis for all iCOHS surveys and operations research activities

2. Contribute to research and experiments initiatives by participating in design meetings, fieldwork, training, quality assurance, data management, etc as needed

Training & Learning

1. Working with the RME Manager, train the field officers and other project staff on how to collect data, analyze, and interpret results for decision making and action planning.

Skill

Education and Experience

Bachelor’s degree plus Professional qualification

Discipline / Specialization: Social sciences, public health, Health Services Research, Monitoring and evaluation

Professional Certifications /Qualification: Post-Graduate qualification in M&E is and added advantage
