About US:
Children’s Rights and Violence Prevention Fund (CRVPF) is a regional intermediary organization with a mission to prevent violence against children and support adolescent girls to have their own space, make their own choices and decisions. CRVPF provides grants and capacity building support to CBO’s and local NGO’s directly working with children, adolescents, families, communities and schools. CRVPF grant making focuses on Uganda, Tanzania, Ethiopia and Kenya. CRVPF promote cluster grant making strategy and encourages CBO’s and local NGO’s to work jointly in one geographic/project area to have maximum impact and reach.
About CRVPF Program:
CRVPF has two major grant making programs. The first one is Violence Against Children (VAC) Prevention Program focusing on primary prevention strategy. CRVPF provides grants and encourage partners to work; 1) At family levels, a) to enhance skillful parenting, b) Improving family relationship by working with men and women, and c) addressing household poverty 2) at community levels working with a) formal and informal community structures and b) community based media groups, 3) In school, a) promoting the safe school programs. The second program is the Adolescent Girls Power Program that supports adolescent girls to have their own space to make their choices and decisions. The program supports CBO’s and local NGO’s led by women and adolescent girls and community groups.
Job Summary: The Monitoring, Evaluation and Learning Officer will monitor and evaluate progress on achieving project outcomes vs. targets at field level and support management, donors and partners to make vital adjustments to maximize project effectiveness. The position will be responsible for ensuring Management Information System (MIS) in each country is properly utilized in terms of data collection and data management by closely working with CRVPF Regional Program Officers (RPO’s) and partners. He/she will also support the national consultants to conduct basic analysis and data presentation. He /she will also ensure the M&E system has an in-built learning component that will ensure relevant learning products are developed to ensure continuous learning in the project.
Key Duties and Responsibilities:
- Supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
- Actively contribute to planning and execution of baseline, annual surveys, semi-annual reviews, and impact evaluation studies at household, community and schools levels.
- Ensure the development of CRVPF data base.
- Ensure the accuracy and consistency of data entry into the project database
- Provide support in the maintenance of data storage and data quality
- Conduct data analysis, including creation of GPS maps
- Ensure that learning activities and products are incorporated into the project cycle
- Support the development of work plans at field level
- Ensure that implementation of field activities adheres to the M&E framework of CRVPF project;
- Assure quality of trainings and other activities delivered by local partners and compose reports of observations and recommended actions
Qualifications, Skills and Experience:
- The ideal candidate for the Monitoring, Evaluation and Learning Officer job must hold a Master’s Degree; preferably in Statistics, Economics , Development Studies , Population Studies or similar fields
- At least ten years of relevant field experience in M&E and learning in children, adolescent girls and community development work.
- Proven experience in use of children, gender- and adolescent girls -related monitoring tools
- Previous experience with the implementation of real time data collection methodologies is an advantage.
- Experience on conducting qualitative research at community levels.
- Experience on conducting participatory research with children and adolescent girls
- Extensive experience in survey design and data collection (key stakeholder interviews, focus groups, surveys, and secondary data analysis techniques), data management, and data analysis skills, particularly experience with MS Access,
- Experience in building capacity of partners on how to utilize Management Information Systems (MIS’s)
- Previous experience in the development of learning products and their incorporation into project implementation
- Excellent verbal and written communication skills in English, including the ability to present materials in meetings, at conferences and to write project documents (including evaluation design plans, results frameworks, data collection and data analysis plans, and progress reports)
- Ability to work well in a multi-disciplinary team, good interpersonal skills, is attentive to details.
- Stress tolerance and resilience; sense of humor; highly organized; attention to detail; and ability to work under pressure with multiple and shifting priorities
