About US:

The Government of Uganda has received a grant from the World Bank towards the Development Response to Displacement Impact Project (DRDIP). The Project is intended to improve access to social services, expand economic opportunities and enhance environmental management for host and forcibly displaced households in the targeted areas of Uganda; in the districts of Arua, Adjumani, Yumbe, Koboko, Moyo, Lamwo, Hoima, Kamwenge, Isingiro, Kiryadongo and Kyegegwa. The project has components which include; Social and Economic Services and Infrastructure; Sustainable Environmental Management; Livelihoods Program; and Project Management including Monitoring and Evaluation, and Regional and National Institutional Support.

Job Summary: The Monitoring & Evaluation Officer will conduct Monitoring and Evaluation of sub-projects in recipient Districts and ensure maintenance of an updated data base for the project. The jobholder will also provide support to the preparation and submission of all project reports including monthly, quarterly, annually and others as may be required from time to time.

Key Duties and Responsibilities:

  • Monitor the progress of ongoing subprojects in Districts to ensure adherence to set standards and specifications and agreed implementation time schedules;
  • Liaise with other institutions to monitor and evaluate DRDIP components in the implementing districts;
  • Facilitate the design and implementation of studies, surveys, mid-term review and end of Project and impact evaluations.
  • Advise and make appropriate recommendations to Management on identified project implementation strategies and project targets and operational challenges through reports, review meetings and site visits;
  • Generate specific outputs (deliverables) as determined from time to time in the respective projected work plans for each quarter;
  • Participate in organization and conduct of the joint implementation support missions, as well as other in-depth reviews of the project;
  • Update the Management Information Systems of the project on regular basis;
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience: 

  • The applicant for the World Bank DRDIP Project Monitoring & Evaluation Officer job opportunity should hold a Masters in Statistics, Quantitative Economics or its equivalent from recognized institution.
  • A Bachelors Degree in any of the above field.
  • At least three years of experience in designing and/or implementing organizational level systems for M&E.
  • Experience in designing and/or implementing data collection and data management systems
  • Knowledge of data analysis software (e.g. SAS, SPSS, and Excel) and basic computer skills (word-processing, spread sheets, and databases) is required.
  • Extensive knowledge of/expertise in evaluation techniques (quantitative and qualitative methodologies, questionnaire development, statistical analysis, logic models, evaluation plans, etc.)
  • Strong experience in the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
  • Good oral and written communication skills.
  • Fluent in English.
  • Proven integrity in handling public resources and in executing duties.
  • A high level of interpersonal and management skills and ability to work with teams in the organization
  • Must be able to work under pressure and tight deadlines
  • Age: 25 years and above
