Job Summary: The Monitoring and Evaluation Specialist will work very closely with the medicines management coordinator of Pharmacy Department, technical programs, IPs, RPs and RPMT pharmacy resource persons to design and implement strategies targeted to expand effective use of the PIP for decision making at all levels of the health care system. The PIP/M&E data use specialist PIP/M&E data use specialist will be responsible for supporting the development, dissemination and use of tailored made reports from the system and following up on data quality alert reports.
Key Duties and Responsibilities:
- Assess PIP user information needs and together with the medicines management coordinator assist the MoH and UHSC develop tailor-made training programs to suit PIP user needs
- Carry out tailor-made training programs for PIP users including development and dissemination of new reports
- Keenly monitor PIP use and provide targeted support to users experiencing challenges
- Regularly collect, collate, analyze and provide the pharmacy department with PIP usage reports.
- Provide support in the evaluation and recommendation of access rights for new users to MoH PD
- Develop the PD M&E database and analysis of PIP data
- Carry out data collection and analysis for the Pharmaceutical Sector Indicators
- Keenly review quality of logistics data in MMS, MB, JMS supported districts, follow up on data quality alert reports and plan for increased data utilization and document improvements to be presented in the M&E quarterly meetings
- Support the M&E unit of the pharmacy department to monitor and produce facility stock status indicators in DHIS2
- Build GIS reports and use
- Develop PD dashboard in DHIS2 showing performance of medicines indicators
- Work in liaison with the Technical Advisor Strategic Information to integrate program reports into the sector report, explain trends and discuss possible interventions with relevant managers at pharmacy department and persons responsible for logistics technical assistance at the program
- Perform any other duties as assigned by MoH PD
Key Result Areas:
- Quarterly targeted PIP support work plans to – MoH PD Technical Advisor strategic information
- Quarterly PIP support reports highlighting issues for decision making to ACHS- Pharmacy and IPs
- PIP user information assessment reports and targeted capacity development plan
- GIS maps from PIP to present data
Qualifications, Skills and Experience:
- The ideal candidate for the Management Sciences for Health (MSH) Monitoring and Evaluation Specialist career opportunity should hold a Master’s degree in public health, demography, statistics or related field.
- At least five years’ experience in health sector /monitoring systems strengthening
- Proven analytical skills.
- Familiarity with supply chain concepts and pharmaceutical/logistic indicators
- Capacity building/training experience a plus.
- Previous experience with USAID procedures and practices is highly desired.
- Ability to work in a fast-paced teamwork environment to meet required deadlines.
- Demonstrated effective leadership and interpersonal communication skills.
- Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write/edit reports.
- Demonstrated computer skills in Microsoft Office Suite applicationsand statistical packages such as STATA, SPSS, programming and GIS.
- Working experience in Uganda
