About US:
National Population Council (NPC) is a Government Agency established by an Act of Parliament in 2014 as a semi-autonomous institution under the Ministry of Finance, Planning and Economic Development. The National Population Council transitioned from the Population Secretariat that was established in 1988. It is mandated to formulate and review the National Population Policy, promote the integration of population variables in development planning at all levels with emphasis in harnessing the Demographic Dividends (DD) and mobilize resources for implementation of the National Population Policy and Programme.
Job Summary: The National Programme Officer (Research) will support the implementation and dissemination of operational research in M & E.
Key Duties and Responsibilities:
- Support the identification of research issues and compilation of a research agenda;
- Participate in Providing support supervision in M&E for population program at national, sectorial and local government levels;
- Collect, analyze and interpret the results from research/study conducted to inform policy formulation, planning and decision making process;
- Assist in the update and maintenance of the population management information system (POPMIS);
- Carry out research on specific issues related to population and development;
- Conduct M&E needs assessment for the population programs;
- Plan and execute M&E field monitoring activities aimed at establishing performance levels.
Qualifications, Skills and Experience:
- The applicant must hold an Honors Bachelor’s degree in Economics, Statistics, Demography, Population Studies, from a recognized Institution.
- Masters in Economic, Demography, Population Studies, or statistics inclusive of formal training in Monitoring and Evaluation, project planning and management will be an added advantage
- A minimum of two years’ experience in a similar or relevant position with reputable organization
- Possess Monitoring and evaluation skills
- Knowledge in project Planning and implementation
- Able to carry out research and proposal writing
- Understanding of macro-economic issues and how they relate to population and development policy.
