IntraHealth fosters local solutions to health care challenges by improving health worker performance, strengthening health systems, harnessing technology, and leveraging partnerships. IntraHealth has been working in Uganda for over 25 years. The current project, the USAID Regional Health Integration to Enhance Services in Eastern Uganda (USAID RHITES-E), is a USAID-funded activity to support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 23 districts in Eastern Uganda and two in Karamoja sub-region. The project aims to achieve this by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations.
Job Summary: The Monitoring and Evaluation Officer will work closely with the Director of Monitoring, Evaluation & Learning (DMEL) and Technical Advisors at IntraHealth International. The Officer will implement a system of constant data collection, analysis, and use that informs the DMEL and the Technical Advisors to determine whether targets are being achieved and how to make programmatic changes if targets are not being met.
Key Duties and Responsibilities:
- Support data management and analysis to inform project decision-making
- Support the tracking of project performance against targets using the Project Monitoring Plan (PMP) and the Activity Monitoring, Evaluation and Learning Plan (AMELP)
- Conduct data quality assessments (DQAs) of collected data and ensure that quality control measures are in place and observed
- Contribute to special assessments and operations research activities
- Analyze current and past project data to identify trends and investigate the implications of those trends on health service delivery
- Document findings from data analysis and surveys
- Introduce creative approaches to communicating project impact
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree*
- Preferred: Bachelor’s or Master’s degree in public health, public policy, statistics, monitoring and evaluation, economics or other social science, informatics, demography, or related field
- At least one year of professional experience*
- Academic training or professional experience in monitoring and evaluation, including measuring and documenting outcomes of interventions*
- Strong background in quantitative analysis, including usage of statistical software packages such as STATA, SAS, SPSS, R, or EPI-Info*
- Experience collecting and analyzing survey data*
- Must possess excellent analytical skills*
- Service delivery experience, especially in HIV and family health programs
- Excellent writing skills as evidenced by past reports and other materials
- Knowledge and experience in using District Information Systems or related Health Management Information Systems
- Highly developed communication skills
- Proficient use of Microsoft Office, especially Excel
- Possesses IntraHealth core competencies: Innovation, Accountability, Service Excellence, and Interpersonal Relationships
- Conceptual thinker with excellent organizational and time management skills plus a high degree of self-motivation and attention to detail
- Willingness to be based in Mbale and travel within the country
