Program Description:
TechnoServe Inc/Uganda, a subcontractor to DAI, is implementing the Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM). This market systems development Activity works with producer organizations, business development service providers, agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and other market actors to create efficiencies in cross-market functions that enable systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity will work throughout the Feed the Future Uganda Zone of Influence (ZOI), which covers 38 districts across four regions of Uganda.
Position Description: TechnoServe is seeking a Partnership Intervention and PFS Manager who will lead TechnoServe’s efforts under FtF IAM. The position will lead delivery of TechnoServe’s SOW
Key Duties and Responsibilities:
Strengthen Business Development Services (BDS) and Producer Organizations (POs)
- Develop a strategy for and lead delivery of FtF IAM’S support to BDS and POs building on and adapting TechnoServe’s existing models;
- Strengthen understanding within the FtF IAM team of existing models and support team members to facilitate capacity development of POs, agribusinesses and marketing associations across the ZOI through the provision of BDS targeting technical, managerial, business, and advocacy capacity;
- Apply TechnoServe’s existing models to new intermediaries, such as village agent networks and trader’s associations;
- Refine and adapt existing BDS models to enable scale and effectiveness in new geographies,
- developing business cases, supported by financial modeling where appropriate;
Strengthen Food and Agro-processing Market Systems
- Coordinate with Partners in Food Solutions (PFS) to develop and regularly update a strategy to strengthen the food processing sector and develop a pipeline of potential processor partners;
- Link FtF IAM-identified food processors with PFS’ Uganda representative to evaluate needs and support scoping of projects appropriate for PFS volunteer support to improve client competitiveness.
- Identify opportunities to address key sector-wide gaps/challenges impacting the food processing sector such as Good Manufacturing Practices, HAACP, aflatoxin control and management, fortification compliance, etc.;
- Support the delivery of customized technical to improve the competitiveness of food processors, in collaboration with PFS, focused on addressing technical elements of processing, food fortification, innovation, improved management, access to finance, and other support as needed;
- Facilitate innovative pilots and approaches that promote inclusive business models that spur the growth of agro-processors (e.g., establish smallholder sourcing networks and BoP distribution, etc.);
General Program Support and Stakeholder Management
- Provide technical oversight and support performance of two Regionally-Based-Partnership Intervention Managers
- Identify opportunities to leverage FtF IAM’s MDF funds to build capacity of market actors strengthen market actors, including BDS, POs and food processors, developing business cases as appropriate
- Support implementation of FtF IAM’s inclusive market systems development approach, tailoring assistance to partners, conducting due diligence, drafting deal notes, and monitoring implementation, contributing to the successful delivery of the overall activity — providing support to activities outside of TechnoServe’s primary focus areas of PO/BDS/food processing
- Identify opportunities to leverage the Activity’s MDF funds to build capacity of market actors strengthen market actors, including BDS, POs and food processors, developing business cases as appropriate
- Coordinate TechnoServe’s input into FtF IAM deliverables, including: annual work plans, budgets monitoring, evaluation, and learning plans, quarterly/annual progress reports, strategies and action plans, and external communications, ensuring timely, high-quality delivery and compliance with donor reporting requirements.
- Develop scopes of work for and manage short-term consultants and volunteer fellows contracted to support activities aligned with TechnoServe’s scope under the Activity, providing feedback on deliverables and managing quality.
- In coordination with the FtF IAM MEL team, review performance of models/pilots and partnerships to identify successes, challenges, and learning.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in agriculture, economics, business, economics, or related field, excellent academic record
- At least 8 years of relevant professional and program management experience in agricultural value chains, rural development and/or rural finance, of which at least five should be in a developing country
- Demonstrated understanding, skills and experience in market systems development programs and facilitative approaches
- Demonstrated understanding of USAID rules and regulations
- Strong interpersonal and communication skills, especially in multicultural and multi-ethnic context
- Experience working closely with producers, producer organizations, traders, wholesalers, retailers and consumers
- Experience facilitating relations between private sector and government.
- Adept at developing and sustaining high-level relationships and managing multiple stakeholders
- Strong analytical skills and strategic capacities

- Experience designing and overseeing M&E data collection and reporting for agriculture/food security projects
