About US:

National Population Council (NPC) is a Government Agency established by an Act of Parliament in 2014 as a semi-autonomous institution under the Ministry of Finance, Planning and Economic Development.  The National Population Council transitioned from the Population Secretariat that was established in 1988. It is mandated to formulate and review the National Population Policy, promote the integration of population variables in development planning at all levels with emphasis in harnessing the Demographic Dividends (DD) and mobilize resources for implementation of the National Population Policy and Programme.

Job Summary:  The Principal National Programme Officer (Council Affairs) will provide guidance on governance issues of the Council, and ensure compliance with both internal policies and other laws and regulations in coordination with line ministries and other stakeholders

Key Duties and Responsibilities: 

  • Advise senior management and Council on corporate governance issues and compliance with statutory and regulatory requirements.
  • Coordinate the development and review of the institutional governance instruments like policies, guidelines, regulations,   procedures and manuals.
  • Coordinate Council meetings with guidance from the Council Secretary.
  • Prepare reports, minutes, agenda, notices, and other correspondence in regard to Council activities
  • Prepare contractual documents with third parties and ensure that the Council’s  interests are taken care of
  • Coordinate  Legal protection of the Council  assets including land, Intellectual property and other movable property
  • Steer the development and writing of proposals to ensure consistent funding and sustainability of Council activities

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor of Laws (Hons) from a recognized University, Postgraduate diploma in legal practice plus a Masters in the field of Law or related field. Other qualifications in corporate governance, arbitration, procurement or management will be an added advantage.
  • A minimum of six years’ experience in a similar or relevant position
  • The applicant must also be enrolled as an advocate of the high court for at least 4 years
  • Demonstrated experience in working in a leadership role in a similar organization,
  • Demonstrated experience in liaising with other Government institutions and stakeholders.
  • Internationally recognized professional qualifications or membership of nationally and internationally recognized professional bodies is desirable.
  • Extensive knowledge of legal and regulatory provisions of the Ugandan law and international law pertaining to corporate governance
  • Must be Knowledgeable of Government Operations
  • Excellent proposal writing skills
  • Must have Leadership and Management Skills with good track record
  • Critical and strategic thinking and problem solving skills,
  • Good IT literacy and computer skills,
  • Ability to lead and motivate other workers and meet tight deadlines
  • Knowledge and understanding of Accounting Principles and financial management;
  • Report writing and Presentation Skills.
  • Must have administrative and supervisory skills
