MTI-UG has operations in West Nile and South western Uganda. We provide Comprehensive Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.
Job Summary: The Procurement Logistician will be responsible for overseeing all procurement and logistics activities at the regional level to ensure the availability of efficient, cost-effective resources required to support MTI health programming activities.
Key Duties and Responsibilities:
- Coordinate all regional supply chain activities including planning, sourcing, transport, shipping, warehousing, asset and fleet management; apply distribution control techniques to optimize stock levels
- Manage procurement process in accordance with MTI and donor policies and procedures, in a transparent, accountable, efficient and cost effective manner
- Responsible for managing the Operations budget at the regional level; ensure Operations staff are utilizing Unit 4 ERP system to manage inventory and approve orders in accordance with MTI and donor requirements
- Lead the regional Operations team including daily supervision, monitoring quality of work and definition of each person’s task, drawing up work schedules and leading team meetings
- Review fleet report, analyse and recommend solutions to ensure fleet budget is appropriately tracked and utilized efficiently in accordance with MTI and donor requirements
- Review inventory and store report with Store Officer to ensure supplies and assets are tracked and utilized efficiently in accordance with MTI and donor requirements
- Provide training to Operations and Programs staff in the use of Unit 4 ERP system and ensure updated records are in the system and paper files with correct supporting documentation
- Manage vendor contracts and work closely with user departments to ensure effective and efficient implementation; support timely vendor payment by submitting all required documentation in accordance with schedules
- Assist in annual procurement planning process and continuously track budget vs. actual, providing reports to management as required to support decision making
- Ensure that local market surveys are regularly conducted to gain a full knowledge of the availability and price of local items
- Ensure the procurement and disposal of commodities are in line with applicable licenses and are properly documented
- Monitor maintenance activities of infrastructures, supervise repairs and flag rehabilitation needs to supervisors and Construction Officer
- Plan together with Program Manager the required checks and maintenance activities of energy systems
- Ensure direct reports have clear objectives, receive mentorship and participate in capacity building opportunities
- Conduct performance evaluations and enforce disciplinary procedures as per MTI policy
- Other duties as assigned
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s Degree in Procurement & Logistics, Supply Chain Management, Business Administration, Public Administration or related field is required
- Professional certification in NAVY or CIPS is required
- Three years of experience inclusive of one year of supervisory experience is required
- Experience with donor (UN, USAID, etc.) asset and procurement specific procedures is an added advantage
- In-depth knowledge of global supply chain management including procurement, tendering, contracting, clearance, transport, warehousing, distribution, fleet management and asset management
- In-depth knowledge of ERP systems
- Highly skilled at using ERP systems to manage inventory logistics
- Skilled in managing a budget
- Skilled in training and leading a team
- Skilled at using Microsoft Word, Excel and Outlook
- A good command of both written and spoken English
- Ability to act with integrity and ensure security and appropriate use of assets
- Keen interest to mentor others
- Highly organized with good quantitative ability
- Ability to maintain detailed records with high accuracy
- Ability to support MTI Calling and adhere to the MTI Code of Conduct
