About USAID LARA Program:
RTI International is implementing the United States Agency for International Development (USAID) funded Literacy Achievement and Retention Activity under Cooperative Agreement # AID-617A-15-00009. The 5-year USAID/Uganda Literacy Achievement and Retention Activity is expanding the Ministry of Education and Sports (MoES) early grade reading ‘ program and supporting the implementation of the National Strategic Plan on Violence against Children in Schools (VACiS) 2015-2020. It seeks to reinforce the implementation of the MoES 2014 Reporting, Tracking, Referral, and Response (RTRR) Guidelines in the 28 implementation districts. The project seeks to fill positions in 10 districts across Uganda including Bukomansimbi, Mukono, Rakai, Mityana, Sembabule, Gomba, Gulu, Lira, Omoro and Oyam.
Job Summary: The Project Coordinator will provide technical expertise in EGR and the creation of positive and supportive school climate. S/he must model good leadership: technical competency, credibility, vision and commitment, integrity and trust around improving the condition of children in Uganda. S/he must build and sustain relationships by working collaboratively and communicating effectively with key partners and colleagues. S/he represents the project to clients, stakeholders, and partners at district and school level. Project Coordinators are key to project learning as they ensure that best practices and lessons learned are captured and disseminated from school-level and shared and discussed with MoES and other key district partners.
Key Duties and Responsibilities:
- Continuously monitor the progress of teachers competences in the implementation of the EGR methodology and offer appropriate support through Continuous Professional Development sessions and Peer Group Meetings organized at the Coordinating Centres or sub zonal levels.
- Closely work with School and Community Change Agents to reduce School Related Gender Based Violence for learners Retention purposes.
- Build and uphold networks with key stakeholders especially the political wing and regularly involve them in the project activities for purposes of ownership, political will backing and sustainability
- Closely work with key stakeholders like the District leadership, School Management Committees, Schools flag bearers like head teachers and the communities to improve, strengthen and uphold educational outcomes in line with MoES guidelines.
- Offer technical onsite and hands on support to Field Assistants in the mentoring and coaching of Early Grades Teachers
- Learn and document best practices to inform future interventions at the National and International levels.
- Work closely with the District Education key stakeholders to design and implement local innovations which can improve education in Early Grades in the District
- Identify major hindrances to learning and work closely with key stakeholders to find solutions with main focus on improving education performance
- Represent the Organization in key District meetings and offer support in budgeting, planning, teachers allocation and transfer.
Qualifications, Skills and Experience:
- The ideal candidate for the USAID LARA Project Program Coordinator (Education) career opportunity should hold a Bachelor’s degree in Teacher Education or a diploma/Certificate in Education discipline
- Knowledgeable in early grade reading methodology
- Possess at least three years of increasingly responsible experience in coordinating projects in the education sector.
- Fully competent in information systems skills.
- Excellent interpersonal skills and oral and written communications skills in both Local language and English.
- Demonstrate flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
- Strong planning, community mobilization and inter-cultural communication skills required.
- Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development.
