Job Summary: The Program Management Specialist will lead local capacity building team and will oversee capacity building efforts for local organizations supported by URC projects in Uganda to prepare them to receive direct USAID funding and implement PEPFAR programs. S/he will directly assist the Chiefs of Party in the design, implementation, monitoring and documentation of implementation and impact of these interventions.
Key Duties and Responsibilities:
- Provide technical, managerial and strategic direction and supervision of project activities, including baseline and periodic assessments using USAID approved tools to evaluate progress of local organizations towards achievement of organization capacity to receive USAID direct funding
- Identify technical and organizational capacity gaps within Local organizations, develop and implement appropriate knowledge and skills strengthening activities
- Supervise other staff, specifically in areas of monitoring and evaluation, Finance and Grants management and Human Resources
- Participate in the development of strategic and operational plans and oversee the development and successful implementation of the annual work plans.
- Develop, implement and track annual, quarterly and monthly work plans and budgets
- Prepare periodic program reports as may be required.
- Perform any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- The ideal candidate for the Program Management Specialist job placement must hold a Master’s degree in Public Health (MPH), business administration (MBA) or similar qualifications
- 8-10 – years of senior level professional experience working with USG (PEPFAR and USAID) funded programs
- Strong supervisory and mentoring skills, with demonstrated ability to craft and implement work plans
- Demonstrated experience interacting with host county governments, counterparts, and international donor agencies
- Excellent capacity building skills.
- Strong writing and oral presentation skills in English
- A good understanding of USAID rules and regulations
