About Project:

The Catholic Relief Services (CRS) Uganda, in partnership with CARE are implementing the

Inclusive Market-based Development for Smallholder Farmers in Karamoja sub region Project. The goal of this 36 months programme is designed to increase food security, improve maternal and child nutrition and enhance household income in the Karamoja Sub-region, and Katakwi District. The Specific Objective of the DINU programme is to increase food security, improve maternal and child nutrition and enhance household incomes through support to diversified food production and commercial agriculture and through improved household resilience (notably to climate change) and women empowerment. The target population is expected to receive support to engage in diversified agricultural production and establish linkages to commercial input and output markets and financial services to engage in commercial agriculture allowing for improved food security and improvement of nutrition specifically amongst children, women and adolescents. The project will also include specific and nutrition sensitive interventions and support other health related service access with a strong focus on gender equality and empowerment of women and youth.

 

Job Summary:  The Program Manager II – DINU will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of CRS DINU program implementation in the district of Moroto, Napak, Nakapiripirit, Amudat, Moroto and Nabilatuk.

 

Key Duties and Responsibilities:  

  • You will lead technical, budget management, monitoring and reporting activities through most of the project cycle – start-up, implementation and close-out – in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Effectively support Project officers and field supervisors with capacity and technical assistance to support quality project implementation.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
  • Engage and strengthen partnerships relevant to Inclusive Market-based Development for Smallholder Farmers in Karamoja sub region Project, applying appropriate application of partnership concepts, tools and approaches.
  • Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for Inclusive Market-based Development for Smallholder Farmers in Karamoja sub region Project.
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

Qualifications, Skills and Experience:

  • The applicant for the Catholic Relief Services (CRS) Program Manager II – DINU job must hold a Bachelor’s Degree required. Degree in the field of Agriculture livelihoods would be a plus
  • At least seven years of work experience in project management, ideally in the field of Agriculture and value chain and for an NGO.
  • Relevant grant management experience, especially for USG or other public donor, a plus • Staff supervision experience.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.
  • Ability to contribute to written reports
  • Proactive, results-oriented, and service-oriented
  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Required/Desired Foreign Language: English and local languages spoken in Karamoja region is an added advantage.
