The International Republican Institute (IRI) is seeking a qualified individual for the position of Program Officer in Kampala, Uganda. This role involves supporting the development and implementation of IRI programs in Uganda, focusing on peacebuilding, democracy and governance, and the political participation and electoral representation of women, youth, and people with disabilities.

Job Summary: The Program Officer will work under the supervision of the Resident Program Director (RPD) and will be involved in various aspects of program management including strategy development, proposal writing, implementation, monitoring and evaluation, and report development.

Key Duties and Responsibilities:

  • Monitor budgets and expenditures for assigned program areas.
  • Design, develop, and manage program areas, ensuring compliance with reporting requirements and budget allocations.
  • Implement program activities and ensure compliance with donor and IRI guidelines.
  • Fulfill reporting requirements and manage the drafting and editing of documents and field reports.
  • Monitor and evaluate the performance of IRI and partner organization activities.
  • Develop plans for specific programmatic objectives and assist in drafting project proposals.
  • Monitor regional political developments and provide analysis and recommendations.
  • Travel within Uganda to support IRI’s programmatic objectives.
  • Establish and maintain relationships with stakeholders in DC and Uganda.
  • Perform other duties as assigned by the RPD.

Qualifications, Skills, and Experience:

  • An undergraduate degree in political science, international relations, or a related field.
  • 3-5 years of professional experience in international development programming, particularly in democratic governance and politics.
  • Experience working with political parties, civil society organizations/NGOs, legislative bodies, and marginalized groups.
  • Knowledge of the politics, economics, history, and culture of Uganda.
  • Strong communication, presentation, and financial management skills.
  • Experience working with USG funded

projects and familiarity with USG regulations and processes, especially those of USAID and the U.S. Department of State.

  • Demonstrated experience in business development and securing funding in challenging environments.
  • Ability to work both independently and collaboratively, and to lead and coordinate the efforts of other staff effectively.
