About USAID RHITES-N Project:
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.
Job Summary: The Program Officer – Private Not For Profit Organizations (PNFPs) and Community Based Organizations (CBOs) will report to the Director Health Systems Services Delivery. The Program Officer – PNFPs and CBOs will support program implementation by the PNFPs and CBOs and oversee their reporting and documentation.
Key Duties and Responsibilities:
- Program Development & Planning: In collaboration with the District Technical Coordinators (DTCs)
- Participate in the preparation of strategic and operational plans with PNFPs and CBOs designed to achieve the objectives of the Activity.
- Participate in the collection of data and information necessary to support the planning process.
- Carry out regular monitoring of the Activity’s intervention with PNFPs and CBOs.
- Ensure that PNFP and CBO interventions conform to the policies, standards and protocols of MoH
- Participate in training needs assessments of PNFPs and CBO staff and partners, and planning and implementation of training activities. This will include coordinating training workshops, and where appropriate, delivering or facilitating specific sessions or topics.
- Prepare regular internal and external reports on specific areas of the PNFP and CBO interventions and contribute to the production of the overall monthly, quarterly, annual and donor reports prepared by the Activity.
- Participate in review meetings and technical assessments, and in the identification and dissemination of lessons learnt from the Activity that can be used to inform and influence future work PNFPs and CBOs.
- Actively participate in the identification of partners, development and monitoring of sub award documents between RHITES-N Acholi and partners.
- Working in close collaboration with other program sectors (Education, Agriculture, Economic Empowerment, etc), identify ways of maximizing links, sharing of experiences and lessons learnt.
- Ensure the integration of related interventions in Activity work.
- Undertake any other relevant duties as determined by the Chief of Party
- Training and Technical Support: In collaboration with the Capacity Building Adviser and DTCs
- Participate in the planning of the PNFPs and CBOs’ technical training program, including the design of individual courses and workshops.
- Participate in the development of the training materials and documentation required to deliver the program.
- Participate in the delivery of the technical training program. This will include delivering or facilitating specific sessions or topics and, where appropriate, coordinating a complete workshop for PNFPs and CBOs.
- Participate in course/workshop reviews and in the preparation of training reports.
- Provide ongoing technical support and advice, mentoring and coaching to the recipients of the training (internal and external)
- Monitoring, Evaluation, Reporting, Advocacy & Institutional Learning: In collaboration with the Monitoring Evaluation and Learning Team
- Ensure that PNFPs and CBOs staff carryout regular and proper monitoring of activities to ensure quality of program delivery.
- Jointly monitor interventions with UCMB, CBO coordinating bodies and other stake holders
- Ensure that the monitoring and evaluation system is effectively used, including proper data collection, documentation, analysis, and storage.
- Participate in internal and external meetings to review the effectiveness of program implementation.
- Prepare regular weekly and monthly reports on the specific areas of the intervention, including compilation of monthly reports for all program areas and for all PNFPs and CBOs.
- Ensure the documentation of learning initiatives and outcomes (case studies, photos, lessons learnt, success stories etc) with effective information management system for all reports and documentation in collaboration with the Knowledge Management Adviser.
- Contribute to the production of the overall quarterly and annual reports as well as donor reports prepared by the Activity.
- Participate in the critical review of RHITES-N Acholi interventions and in the identification of lessons that can be learnt from this experience and that can be used to inform and influence future work with PNFPs and CBOs.
- Participate in the documentation and dissemination of this learning, both internally and externally, to ensure that good practice is understood and adopted and that creative debate and information exchange is encouraged.
- Ensure effective working relationships with community and district stakeholders with a view to influence policies, by-laws and practices for improving the health of beneficiaries.
Qualifications, Skills and Experience:
- The applicant for the Program Officer USAID Project job must hold a Bachelor’s Degree or higher in Public Health, Social Sciences or other related degree.
- Post Graduate training in program management will be an added advantage.
- Fluency in written and spoken English and the ability to write clear and well-structured reports in English
- Three years of professional experience in development with INGOs
- Experience of training/mentoring/coaching others
- Experience of organizational development for PNFPs and CBOs
- Understanding of social relations and commitment to integrate gender, diversity and other power related issues into interventions.
- Experience of working with participatory methodologies.
- Experience of working collaboratively with local government.
- Excellent communication and interpersonal skills, including the ability to train, motivate a team, and work with others in a collaborative framework.
- Excellent computer skills
- Knowledge of public health service delivery, community outreaches and experience in working with community health-intervention programs
- A motivated, focused, disciplined professional analytical and result-oriented skills.
- Good judgment, initiative, high sense of responsibility, tactful, ability to plan, organize and measure outcomes of interventions.
- Exemplary and honest, with a high level of energy and integrity, and able to work under minimum supervision.
- Flexible, innovative, with good record keeping, communication, presentation, report-writing, and interpersonal skills.
- Team player with the ability to make positive contributions.
