SOS Children’s Villages Uganda is an indigenous non-government, social development organisation affiliated to SOS Children’s Villages International, a worldwide child care organisation, currently running Children’s Villages and other projects in 135 countries around the world. SOS has been working in Uganda since 1991, and runs Children’s Villages and other projects at Kakiri, Entebbe (Abaita Ababiri), Gulu and in Fort Portal – Kabarole district.

About Project:

The Alternative Care Consortium for Systems Strengthening ACCoSS is a two-year project (2018- 2021) funded by SOS Netherlands.  The Project objective is to support the development of an inspired and inclusive response to protect children from abuse including children without appropriate Care in Central, East and Northern Regions of Uganda through strengthening systems for alternative care at community, district and national level.

Job Summary:  The Programme Manager – ACCoSS will spearhead the implementation of the project to build the capacity of the existing alternative care existing systems at the national level and rolling out to the districts, community and family in order to contribute to significant reduction in institutionalization of children by 2021. The position holder shall oversee the project implementation in the districts of Buikwe, Mukono and Wakiso.  The Project Manager will work closely with other relevant SOS CV Uganda program units and partners in and outside Uganda to ensure that the complex problems related to alternative care for children across sectors, and vulnerabilities associated with children in the Ugandan context are managed and responded to appropriately.

Key Duties and Responsibilities: 

Programme Development and Management of Alternative Care Models

  • Coordinate the development of alternative care strategy.
  • Oversee day-to-day implementation of all project activities, providing constructive supervision of the project team.
  • In collaboration with co-workers, lead the design, implementation and delivery of innovative alternative care models in the areas of operation.
  • Monitor current debates within the organisation and national forums on alternative care and identify opportunities to shape and influence these policies.
  • Work with key programme co-workers to develop and maintain a knowledge hub and keep others in the organisation informed of the trends and opportunities.
  • Coordinate the project management team, including external key implementing partners.
  • Liaise Regional Office and other organisations to ensure that the SOS CV Uganda has the relevant strategic connections.
  • Promote the recognition of SOS Family-like Care model as one of the Alternative Care Options in the country.
  • Ensure that the Project implementation complies with SOS, donor and national requirements.
  • Chair consortium meetings and participate in alternative care forums.

Capacity Building, Knowledge Management and Information dissemination

  • Develop a Communications Strategy and protocol for acquiring and disseminating project related information, activities and achievements.
  • Lead on the development of an ACCoSS Uganda Management Information System
  • Coordinate the development of ACCoSS information materials based on the activities funded under the project.
  • Develop, implement and evaluate different kinds of alternative care models
  • Identify capacity gaps among co-workers pertaining to alternative care of children, and facilitate capacity building processes accordingly
  • Create, share, use and manage knowledge and information on alternative care.
  • Develop and execute linkages between the advocacy strategy, national strategies and the alternative care models
  • Keep informed and up to date on the main activities and events of the civil society within the country focusing on alternative care issues
  • Actively develop and maintain effective working relationships with key stakeholders at the District level and with the Ministry of Gender, Labour and Social Development (MGLSD)
  • Coordinate SOS Uganda project activities with relevant officials and other humanitarian agencies, acting as the main focal point for interactions with donors and partners
  • Actively develop and maintain effective working relationships with all relevant stakeholders including community leadership, NGOs, INGOs, government authorities.
  • Ensure maximum visibility of SOS Uganda in the MGLSD and amongst the NGO community.
  • Draft reports and provide updates to the National Programme Development Advisor.

Develop and Nurture Partnerships

  • Build and maintain contacts with relevant NGO networks working on alternative care to ensure the inclusion of SOS CV key messages into policy documents, meetings and events as appropriate.
  • Participate and / or organise alternative care meetings, conferences and other events in liaison with other NGOs.
  • Represent the SOS Uganda with at national and local government authorities, and other NGOs at the field level. Engage and or delegate to project team for area representation as appropriate.

Project Monitoring and Evaluation

  • Ensure appropriate M&E activities are carried out regularly by the project team in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform project (re-)design).
  • Support the Monitoring Evaluation and Learning Officer to develop, adapt and implement appropriate M&E systems that enhance program effectiveness and quality.
  • Support in Identifying gaps in M&E systems and make recommendations for improvements;
  • Ensure timely submission of all program reports, quality of program data and proper archival of program information;
  • Conduct regular meetings with project team and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.
  • Manage timely and competent external assistance for formal project reviews and evaluations in compliance with contractual obligations

Financial Management

  • Monitoring overall contract compliance ensuring that all reporting and contractual requirements are adhered to.
  • Develop annual project work plans and budgets
  • Review and monitor programmatic and financial performance of implementing partners.
  • Ensure effective collaboration of all implementing partners with SOS CV Uganda finance department in developing detailed budgets and a quarterly financial reporting system
  • Review and approve all project related finance documents submitted by staff and consortium members subgrant
  • Lead regular internal project performance reviews with implementing partners

Human Resource Management and Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.
  • Ensure all staff know and understand SOS Uganda HR Policies and the staff Code of Conduct. Document and address breaches of policy and disciplinary issues in coordination with the HR Coordinator in a professional manner.
  • Ensure the Performance Management cycle is implemented and documented timely for all project staff.
  • Supervise and mentor direct-report team, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing accountability, providing regular and timely constructive performance feedback, and leading documented annual and semi-year performance reviews.
  • Provide direct supervision of staff ensuring recruitment, staff orientation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
  • Support staff to implement personnel policies including coaching, performance evaluation, team development, and disciplinary measures.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelors and a Master’s degree in Development Studies, Project Planning and Management, International Relations, Gender & Conflict Resolution, Social Work and Social Administration, Social Sciences and any other relevant management or technical field.
  • Post Graduate training in institutional capacity building and management.
  • Seven years’ experience managing complex development project.
  • At least 3 years’ experience managing a consortium and / or group of organisations to implement a single initiative
  • At least 3 years managing a donor funded programme including work plan development
  • Experience working with Government line Ministries and Local Governments
  • Good understanding of SOS CV Strategic Direction including child rights and rights-based approaches.
  • Excellent communication skills – presentation/written/oral with proven ability to communicate knowledge, ideas and issues around alternative care, orphans and vulnerable children.
  • Advocacy Skills
  • Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in cross cultural context.
  • Strong diplomatic skills. Ability to establish good working relationships with partners, donors and other stakeholders.
  • Strong people management skills: the ability to effectively lead and supervise team.
  • Advanced computer skills including Ms word processing, Ms excel, database systems, and PowerPoint.
